- Agenda review for the City Council and Special Redevelopment Agency meetings;
- Proposed Fiscal Year 2026-2027 Budget:
o General Discussion - Final Budget Review;
- Proposed Thorstensen Building Land Transfer and Development Agreement Amendments;
- Proposed Color Sky Homes Participation and Incentive Agreement (Adams CRA);
- Proposed PATH to Citizenship Program Guideline Amendments;
- Council/Board Business; and
- Council/Board Comments.
Any items not fully addressed prior to the 6:00 p.m. City Council and Special Redevelopment Agency

a. Proposed Fiscal Year 2025-2026 Year-End Budget Amendments. Proposed Ordinance 2026-13 recognizing grant and donation-supported funding for transportation, parks and recreation improvements, public safety, arts, and sustainability purposes. (Adopt/not adopt ordinance - roll call vote)
b. Proposed Executive Municipal Officer Compensation. Receive public input regarding proposed Executive Municipal Officer Compensation. (No action required)
c. Proposed Utility Enterprise Fund Transfers. Receive public input regarding proposed transfers from the City's Utility Enterprise Funds to the General Fund. (No action required)
d. Proposed Fiscal Year 2027-2031 Capital Improvement Plan. Proposed Ordinance 2026-9 approving the Capital Improvement Plan for the Fiscal Years 2027-2031. (Adopt/not adopt ordinance - roll call vote)

1. Council Goals and Guidelines. Proposed Resolution 2026-6 approving goals and guidelines for the Fiscal Year 2026-2027 budget. (Adopt/not adopt resolution - roll call vote)
2. Financial Principles. Proposed Joint Resolution 2026-2 establishing governing financial principles relating to general financial management, user fees, capital improvements, debt investments, and reserves. (Adopt/not adopt joint resolution - roll call vote)
3. Proposed Fiscal Year 2026-2027 Salary Schedules. Proposed Ordinance 2026-10 adopting salary schedules for employees of the City. (Adopt/not adopt ordinance - roll call vote)
4. Fiscal Year 2026-2027 Final Budget. Proposed Ordinance 2026-14 adopting the final budget for Fiscal Year 2026-2027. (Adopt/not adopt ordinance - roll call vote)
f. Proposed Fiscal Year 2026-2027 Arts Grants Funding. Proposed Resolution 2026-5 awarding Arts Grants for Fiscal Year 2026-2027 and setting forth findings pursuant to Utah Code Annotated § 10-8-2. (Adopt/not adopt resolution - roll call vote)

a. Proposed Fiscal Year 2025-2026 Year-End Budget Amendments. Proposed Resolution 2026-5 recognizing newly received Airport CRA tax increment revenues, appropriate associated housing and administrative transfers, and reallocate residual balances in expired RDA areas for debt service and infrastructure-related improvements. (Adopt/not adopt resolution - roll call vote)
