NOTICE OF PUBLIC HEARINGS Notice is hereby given that the South Ogden City Council will hold public hearings to receive and consider comments on the following items: - Proposed Compensation Increases for Executive Municipal Officers - FY 2026 Transfers from Storm Drain and Sewer Enterprise Funds to the Water Enterprise Fund Amount of Transfers: Storm Drain Fund - $450,000; Sewer Fund $400,000 The above amounts represent the following percentage of enterprise fund expenditures: Storm Drain Fund - 14.7%, Sewer Fund - 11.8%. - Proposed Amendments to the FY2026 Budget Including Transfers Between Enterprise Funds (see bullet point above) - City's Intent to Continue the Practice of Not Charging Itself for Water, Sewer, And Storm Drain Fees for FY2027. The estimated amounts of the non-charged services are as follows: Water Fund - up to $63,600; Sewer Fund - up to $12,200; Storm Drain Fund - up to $17,600. The percentage of total fund expenditures this represents for each fund is as follows: Water Fund - 2.36%; Sewer Fund - 0.45%; Storm Drain Fund - 1.30%. - Proposed Utility Franchise Fee Transfers from Enterprise Funds to the General Fund In FY2027 The City is proposing to transfer funds from the Water, Sewer, Storm Drain and Garbage Funds to the General Fund. South Ogden City accounts for these funds as Enterprise Funds which are operated and accounted for as a separate business. As with other businesses and non-city utilities, the City collects franchise and property taxes. The transfer from each of the City's Utility Funds to the General Fund acts as the City's collection of these franchise and property taxes. Proposed transfer amounts: Water Sewer Storm Drain Garbage Franchise tax to General Fund $78,000 $72,000 $37,761 $32,610 Percentage of total Enterprise Fund 2.89% 2.65% 2.78% 2.97% - Proposed FY2027 Interim Budget, Including an Increase in Property Taxes and an Increase in Garbage Rates To view the Property Tax Increase Impact Schedule, which shows the amount of the increase as well as what the increased revenue will be used for, see public information attachment to this notice. The public hearings will be at 6 pm, or as soon as the agenda permits, during the regularly scheduled City Council Meeting on Tuesday, June 16, 2026. The meeting will be located at City Hall, 3950 Adams Ave., in the city council chambers. Any interested person is invited to attend and offer comment or respond in writing. Anyone wishing to submit written comments may do so by emailing lkapetanov@southogdencity.gov any time before the meeting. The meeting will also be streamed live at www.youtube.com/@southogdencity.
