Approval of minutes: Travis Richards motioned to approve the minutes from February 10, 2026. Mason Moss seconded the motion. YES :Travis Richards, Chad Tolbert, Mason Moss, Leland Sasser, Kris Bell. NO: none
CITIZENS CONCERNS: None.
Planning and Zoning Chairperson nominations and approval: Kris Bell was nominated and voted in as the 2026 chairperson.
Applications for opening on Planning Commission: Discussion was made of the applications turned into the city, it was decided to send in Don Bennett's name to the City Council for approval.
BUSINESS LICENSE - Travis Nielson, First Choice Carpentry
Seth reported that he is a licensed General Contractor. All of his paperwork is current. Chad Tolbert made the motion to approve the business license for First Choice Carpentry and Mason Moss seconded. YES :Travis Richards, Chad Tolbert, Mason Moss, Leland Sasser, Kris Bell. NO: none
BUSINESS LICENSE - Michael Bonner, Walley's Roadside Grill, (food truck).
Leland Sasser made the motion to approve the business license for Walley's Roadside Grill and Travis Richards seconded. YES: Travis Richards, Chad Tolbert, Mason Moss, Leland Sasser, Kris Bell. NO: none
UPDATE STANDARDS FOR MOBILE HOMES: Doug reported that this discussion was brought up in last month's City Council meeting. Mobile homes are not allowed to be transported if they are older than 1976. But Terry Bennett mentioned that some cities go above that and say that they will not allow trailers older than 1985. Doug is wondering if we the committee wants to look into making an ordinance for trailers. It was discussed that it may be a good idea to set standards. Someone will be assigned to look into standards and this will be voted on in April 2026 meeting.
SHORT-TERM RENTALS WITHIN PRIMARY RESIDENCE: Doug talked to several people and their consensus was that they would think that the land separation should not apply, because it is part of the house. This committee agreed.
UPDATING CITY CODE FOR BUSINESS LICENSE LATE FEES: Doug is working on updating the fee schedule. The deadline for business license of March 1st. He is proposing that we add to the code that if the business license is not renewed by March 1st, fees will double and it will continue to double for every month that it is unpaid until July 1st. As of July 1st, the city will not recognize the business as being in operation. If they come to renew after that then, they will have to start the process over again and still pay the full penalty. This is just an idea. We do need to do something. There does need to be good definition of commercial, short-term rental, home-based, etc. businesses. Business classifications need to be defined. Doug will write up a proposal for fees and late charges and bring it to next month's meeting.
SHORT-TERM RENTALS LICENSE FEES FOR OUT OF COUNTY RESIDENTS: If someone doesn't own a primary residence in Emery County and they want to buy up housing here to have a short-term rentals, should they have a higher licensing fee? Do we want to explore this a little more? The idea is to give people around here to get more of a chance. Doug will talk to the City Attorney about if this is legal.
ZONING ADMINISTER REPORT: Seth Manning
There are some people that do not want to comply with the city ordinances and he has had to give stop orders.
There are still some garbage cans and other things left in the streets.
He reports that he and Doug are working on getting an animal shelter in Orangeville. He has an appointment to meet with a lady that runs one to see how her operation is done. This would give the city another revenue source for the city.

He asked committee members if they will be willing to research and report back for next meeting. He assigned Chad Tolbert for Business classifications. Travis Richards accepted the assignment for mobile home standards.
