PUBLIC NOTICE TO ISSUE A SECTION 401 WATER QUATLITY CERTIFICATION
PURPOSE OF PUBLIC NOTICE
The purpose of this public notice is to declare the State of Utah's intention to issue a Section 401Water Quality Certification with Conditions under the authority of the Federal Clean Water Act (33U.S.C. ยง 1341), and consistent with the Utah Water Quality Act, Title 19, Chapter 5, Utah Code and Utah Administrative Code R317-15.

BACKGROUND
The Salt Lake City International Airport (the Project Proponent) is proposing the Airport Surplus Canal Relocation Project (Proposed Project), an essential infrastructure expansion situated on 280 acres at the former Wingpointe Golf Course in Salt Lake City, Utah. This project is designed to accommodate increasing aviation traffic, meet rising parking demand, and enhance airfield safety through the construction of a South End-Around Taxiway (SEAT) and a large-capacity parking facility for passengers and employees. Additional project elements include a new access road, a stormwater detention pond, a pump station, a sewer lift station, and necessary road realignments.
The development will result in 62.33 acres of permanent impacts to aquatic resources, which includes 38.69 acres (15,817 linear feet) of the Surplus Canal, North Point Canal, and onsite ponds, as well as 23.64 acres of wetlands that will be permanently filled. While various alternative sites and designs were evaluated, they were deemed infeasible due to stringent aviation safety, security, and operational requirements. To compensate for these aquatic impacts, the Project Proponent proposes to purchase credits from the Machine Lake Wetland Mitigation Bank. Furthermore, the Proponent commits to obtaining all necessary permits and implementing construction measures to minimize disturbances outside the project footprint.
