PUBLIC NOTICE OF MEETING
Public notice is hereby given that the City Council of Price City, Utah, will hold a Regular Meeting in the Council Chambers, 185 East Main, Price, Utah, at 05:30 PM on 04/08/2026. The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs.

4.GENERAL BUSINESS/DISCUSSION
a. QUARTERLY SAFETY DRAWING. Drawing for the quarterly safety prize for qualifying Price City employees.
b. PRESENTATION DONATION REQUESTS. Consideration and possible approval of a $250 donation for each, Kayla Jones and Chrissey Jones who will be in attending Utah Girls State this summer representing Carbon High School.
c. COMMUNITY PROGRESS COMMITTEE APPOINTMENT. Consideration and possible approval of appointment of Brady Tubbs to the Price City Community Progress Committee.
d. PUBLIC HEARING: CAPITAL IMPROVEMENT PLAN. A public hearing to receive comments on proposed capital improvement projects and purchases for the 2026-2027 fiscal year and following for year period as well as the projected future periods.
e. RESOLUTION NO. 2026-8. Consideration and possible approval of an annual resolution establishing the Price City Multi-Year Capital Improvement Plan. Resolution also includes establishment of the annual storm water utility rates.
f. RESOLUTION NO. 2026-6. Consideration and possible approval of A Resolution Updating and Amending the Price City Personnel Polices and Procedures Manual.
g. RESOLUTION NO. 2026-7. Consideration and possible approval of A Resolution Adopting the Price City Purchasing Policy. (2026 update)
h. SPRING WATER TRANSMISSION LINE PIPE PURCHASE - Consideration and possible approval to purchase 30,250 feet of HDPE pipe from MPS Enterprises (low bidder) for $906,656.00. Three other bids were received, one was unable to honor their original quote. The other two were ISCO Enterprises $923,396.50 and TSJ $1,052,233.00.
i. AGREEMENT SECOND ADDENDUM. Consideration and possible approval of the Second Addendum for Price City Attorney Services dated May 12, 2021.
j. NRCS FUNDING REQUEST UPPER PRICE RIVER PLAN EIS - Consideration and possible approval for the City to request $218,570.00 from the Natural Resources Conservation Service (NRCS) to fund the completion of the Final Draft Environmental Impact Statement (EIS).
k. PROJECT 17C-2024 PICKLEBALL COURTS - Consideration and possible approval of Best Concrete as the successful bidder for the project with a bid of $291,543.90, including approval of the Notice of Award and the Project Agreement. One other bid was received from Allred Construction for $439,006.15.
5.CONSENT AGENDA
a. MINUTES for 03-25-2026 Special City Council Workshop & City Council
b. CRIMINAL PROSECUTION CONTRACT NEGOTIATION. Consideration and possible approval to negotiate a contract for criminal prosecution services between Price City and Carbon County. An RFP process was competed requesting sealed bids for provision of the service and no proposals/bids were received. Final contract to be approved by the Price City Council at a future meeting.
c. NRCS TIME EXTENSION REQUEST UPPER PRICE RIVER PLAN EIS. Consideration and possible approval to request the Natural Resources Conservation Service (NRCS) extend the completion date for the Upper Price River Plan EIS an additional 12 months to May 22, 2027.
d. RENAISSANCE FESTIVAL PERFORMANCE CONTRACTS. Consideration and possible approval of contracts between Price City and (1) The Reel Folk ($600); (2) Rod Hansen ($700); (3) Paul Clark aka Styxx ($750); (4) Mayada Banjara World Dancers, The Dueling Pyros, The Northern Lights ($11,075); and, (5) The Order of the Silver Rose ($6,500) for entertainment services at the Renaissance Festival.
e. BLM RIGHT OF WAY APPLICATION SF 299 - Consideration and possible approval to submit a SF 299 application to the Bureau of Land Management (BLM) to obtain rights of way on BLM parcels located in Utah and Carbon Counties for the purpose of replacing and maintaining the City's spring water transmission line.
f. FEE WAIVER REQUEST. Consideration and possible approval to waive fees for Castleview Hospital SANE for use of the Price City Peace Gardens on April 13, 2026 from 5:30 p.m. to 7:00 p.m.
g. BUSINESS LICENSES. Pinnacle Peak Grill, Inc. at 150 N Hospital Dr for Jason and Sarah Mardell. Pinnacle Peak Grill Beer License at 150 N Hospital Dr for Jason Mardell.
