1. OPEN COMMENT PERIOD
The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic relevant to city business. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcityut.gov.
The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
2. CONSIDER APPROVAL OF ORDINANCE 2026-04 AMENDING TITLE 1, CHAPTER 16 - ADMINISTRATIVE CODE ENFORCEMENT OF THE CLEARFIELD CITY CODE
BACKGROUND: Staff is proposing a series of updates to Title 1, Chapter 16 - Administrative Code Enforcement, to improve clarity, better define enforcement processes, and ensure consistency throughout the chapter.
RECOMMENDATION: Approve Ordinance 2026-04 amending Title 1, Chapter 16 - Administrative Code Enforcement of the Clearfield City Code and authorize the mayor's signature to any necessary documents.
3. CONSIDER APPROVAL OF THE AWARD OF CONTRACT TO COMPLETE AN IMPACT FEE ANALYSIS (IFA) TO UPDATE THE CITY'S PARK IMPACT FEE FACILITY PLAN (IFFP) AND CAPITAL FACILITIES PLAN (CFP)
BACKGROUND: The City needs to update its IFA to ensure Park Impact Fees (PIF) reflect current conditions and comply with Utah state law. The analysis will review the existing fees and provide recommended fee amounts for Council consideration. The IFFP and CFP provide the basis for impact fees and outline how those funds may be used for park improvements. The City's current IFFP was adopted in 2013. The CFP was also created in 2013 and was last updated in 2018. Updating these plans will help identify future park projects and determine which projects are eligible for impact fee funding.
RECOMMENDATION: Approve the award of contract to complete an Impact Fee Analysis to update the City's Park Impact Fee Facility Plan and Capital Facilities Plan to Zion's Public Finance and authorize the mayor's signature to any necessary documents.
