ORDINANCE NO. 2026-008_ AN ORDINANCE ENACTING COMPENSATION INCREASES FOR SPECIFIC STATUTORY AND APPOINTED OFFICERS OF PLEASANT GROVE CITY REFLECTING MARKET STUDY SALARY INCREASES BETWEEN THREE AND SEVEN PERCENT AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Utah State Legislature adopted S.B. 91 during the 2024 General Legislative Session; and WHEREAS, S.B. 91 amended Utah Code Section 10-3-818 regarding noticing requirements for specified City employee salaries; and WHEREAS, the City of Pleasant Grove must now publish public notice and hold a separate public hearing on proposed compensation increases for executive municipal officers before adopting those increases; and WHEREAS, City desires to comply with state law; and WHEREAS, the City finds that enacting the proposed compensation increases as set forth in this Ordinance will comply with Utah Code requirements and will promote the public health, safety, and welfare of the residents of Pleasant Grove City; and WHEREAS, the compensation increases were presented to city officials and citizens on March 3, 2026 in a formal and properly noticed public hearing whereby the citizens were allowed to give input. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PLEASANT GROVE CITY, STATE OF UTAH AS FOLLOWS: SECTION 1. ENACTMENT The attached Exhibit 'A' contains compensation increases for executive municipal officers proposed for inclusion in the City's Fiscal Year 2026 Budget. SECTION 2. Severability. The sections, paragraphs, sentences, clauses, and phrases of this Ordinance are severable. If any such section, paragraph, sentence, clause, or phrase shall be declared invalid or unconstitutional by the valid judgment or decree of a Court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any of the remaining sections, paragraphs, sentences, clauses or phases of this Ordinance. SECTION 3. Effective Date. This Ordinance shall take effect immediately upon its passage and posting as provided by law. PASSED, ADOPTED AND MADE EFFECTIVE by the City Council of Pleasant Grove City, Utah this 3rd day of March, 2026.
