PUBLIC NOTICE IS HEREBY GIVEN that the Kearns City Council will hold a Council Retreat on the 2nd day of March 2026 to begin at 5:30 p.m., in the South Ballroom of the Element Event Center, located at 5658 Cougar Ln., Kearns, Utah 84118 as follows:
ORDER OF BUSINESS:
1. Immediate Priorities and Discussions:
A. The 'Listen First' Initiative: Launching the community-wide tour and branding project to let residents define the city's official Mission, Vision, and Values.
B. The 'Digital Front Door': Rebuilding the city website and app, rolling out a formal Constituent Services Form to ensure requests are tracked with excellence, and exploring a two-way texting interface for real-time engagement and emergency alerts.
C. Potential City Roles: The Strategic Team to move Kearns in a vibrant direction, we are discussing a professional, three-pillar envoy system designed to modernize municipal operations and engagement.
1. City Administrator (The Strategic Specialist): A professional envoy tasked with managing the MSD contract and overseeing large-scale municipal operations to ensure the city's long-term goals are met with fiscal and operational excellence.
2. Community Liaison (The Bridge): This position serves as the human connection between residents, local businesses, and City Hall, ensuring the city's Mission and Vision remain rooted in community feedback.
3. Digital Content Creator (The Voice): A creative specialist tasked with managing the narrative of our city through visual storytelling. By highlighting the stories of our community, the strength of our local businesses, and the transparency of our leadership, this role builds the 'Kearns Look.'
D. Operational Excellence (Internal Systems):
1. IT & Email Infrastructure: Streamlining internal systems to ensure professional, secure, and efficient municipal communication.
2. City Newsletter: Reimagining the newsletter to better support communities and local businesses while fostering a distinct 'Kearns Look.'
3. Code Restatement: Partnering with the City Attorney to organize, clarify, and update the city's municipal code to ensure it is modern, legally sound, and easy for residents to navigate.
2. Visionary Future:
A. This section serves as a high-level review of long-term concepts for future consideration. We will briefly touch upon regional Olympic infrastructure coordination and resident-led leadership models, such as the empowerment of Community Ambassadors, as potential frameworks for the city's growth leading up to 2034
