Roll Call 2. Approval of the minutes A. Review and Approval of December 3, 2025, Reinvestment Advisory Committee Minutes Members will review the meeting minutes for December 3, 2025, and consider for approval. 3. Announcements by the Staff A. Staff will provide any reports and updates. 4. Business A. Election of Chairperson and Vice-Chairperson RAC will nominate and elect a member to be Chair and nominate and elect a member to be Vice-Chair of the Reinvestment Advisory Committee for 2026. B. Open and Public Meeting Act Training - Jennifer Huntsman, Senior City Attorney Members will receive training on the Open and Public Meetings Act 5. MINUTES OF THE REINVESTMENT ADVISORY COMMITTEE Wednesday, December 3, 2025 4:00 p.m. 451 S State Street Room 118 Salt Lake City, Utah 84111 The following Committee Members were present: Baxter Reecer, Brian Doughty, Nic Peterson, Amy Rowland, The following Committee Members were absent: Mojdeh Sakaki, Mark Isaac, Rosa Bandeirinha Present Agency Leadership: Danny Walz - Director Cara Lindsley - Deputy Director Present Agency Staff: Eric Holmes - Senior Project Manager, Meghan Fenton- Office Facilitator II Present City Staff: Jennifer Huntsman - City Attorney A. ANNOUNCEMENTS Staff reported that there are no new updates or project announcements at this time. The team is reviewing ways to improve processes and will provide updates as they become available. B. APPROVAL OF MEETING MINUTES Motion: Committee Member, Amy Rowland, moves to approve the minutes of July 2, 2025. Second: Brian Doughty Outcome: Motion carried unanimously C. NEW BUSINESS ITEMS 1. Informational Briefing on the Salt Lake City Affordable Housing Construction and Preservation Dashboard - Eric Holmes, Senior Project Manager a. Eric Holmes presents the Salt Lake City Affordable Housing Construction and Preservation Dashboard, designed to provide transparent, public-facing reporting on the City's housing efforts. The dashboard aims to inform the Mayor, City Council, residents, and stakeholders about progress, program outcomes, and opportunities for improvement. b. Key Presentation Points i. Dashboard Overview: Structure, data sources, and reporting methodology were explained, including manual verification steps and quarterly accuracy reviews. ii. Public Access: The live dashboard is available on CRA's website, featuring interactive reports, maps, and filtering options. iii. Project Completion: Certificate of Occupancy is used to determine when a project is 'Completed.' iv. Data Scope: Primarily focused on rental housing, with pilot programs for wealth-building and homeownership initiatives. D. DISCUSSION AND COMMENTS a. Baxter Reecer inquired about data accuracy from the sources. Eric Holmes confirmed two touchpoints per development and quarterly verification. b. Amy Rowland inquired about the wealth-building/homeownership reporting. Mr. Holmes noted ongoing pilot programs with plans to expand reporting. c. Suggestions on user experience, including a clear filter-reset function and educational components to improve usability. d. Dashboard supports accountability, program evaluation, funding allocation, and long-term planning for affordable housing initiatives. e. Amy Rowland commented on the terminology and clarity, highlighting the need to define 'affordability' and other key terms used. f. Mr. Reecer inquired about the maintenance and access of the dashboard. Mr. Holmes confirmed the ongoing support and access for other city departments and the public. E.
