Church Street, commencing at 12:00 p.m. as follows: SPECIAL SESSION 1. Welcome. 2. Swearing in of Mayor Elect Brad Frost and Councilmembers-Elect Staci Carroll and Ryan Hunter. 3. Remarks from Mayor Frost and Council Members. 4. Adjournment.
