Underground Injection Control Class V Well Permit Renewal
Purpose of Public Notice
The Division of Water Quality ('Division') is soliciting comments on the request to renew Underground Injection Control (UIC) Class V Draft permit UTU-35AP-38871EB. The permit is issued by the Director of the Division of Water Quality under authority of the Utah Water Quality Act, Section 19-5-106(g) Utah Code Ann. 1953, as amended and Utah Administrative Code R317-7. Under Section R317-7-13, the Director of the Division will investigate and provide written response to all citizen complaints duly submitted. In addition, the Director shall not oppose intervention in any civil or administrative proceeding by any citizen where permissive intervention may be authorized by statute or rule. The Director will publish notice of and provide at least thirty (30) days of public comment on any proposed settlement of any enforcement action. Jordan Valley Water Conservancy District ('JVWCD') proposes to inject water originating from the Deer Creek Reservoir, the Provo River, the Central Utah Water Project, the Southwest Groundwater Project, and five Salt Lake County mountain streams that are treated via combination of six water treatment plants. The wells will inject into the unconfined zone of the primary aquifer of the Salt Lake Valley. The injected water must meet all Federal and State Maximum Contaminant Levels and Ground Water Quality Standards prior to injection. All additives introduced into the injection stream must meet all Utah Rules for Public Drinking Water Systems found in Utah Admin. Code R309-525-11. If a new injectate source is proposed for inclusion in the injectate stream, it shall be analyzed annually for a comprehensive list of parameters. Additional monitoring requirements are detailed in the draft permit.

Public comments are invited any time prior to January 14, 2025 . Comments may be directed to the Division of Water Quality, PO Box 144870, Salt Lake City, UT 84114-4870 or via email to wqcomments@utah.gov. All comments received prior to close of business on January 14, 2025, will be considered in the formulation of the final decision to renew and modify the permit. A public hearing may be held if written requests are received within the first 15 days of this public comment period that demonstrate significant public interest, and substantive issues exist to warrant holding a hearing.
