We reviewed the proposal for ELC supplemental measles funding with Chris Smoot (ELC PI). A motion was made to recommend approval of the ELC measles response supplemental funds as proposed (motion by Rachelle, 2nd by Dr. Blodgett). The motion was unanimously approved.
This is a request for funding specifically related to the measles response in Utah. There is no announcement or funding opportunity number associated with this. The funding period is not pre-defined but will start when the NOA is received. This funding will be used by DHHS and LHDs to mitigate the current measles outbreak Utah is experiencing.
Rules Review/Discussion:
R388-805 Ryan White Program Rule Ryan White Program rule (R388-805) which is due for a 5-year review with Tyler Fisher. The program noted that no changes are currently needed in the rule. Melissa motioned to recommend approval of the rule continuing as proposed. 2nd made by Noel, unanimous approval.

Expanded Geography Standards Epi/Informatics Exec reviewed recommendations from the Office of Health Equity with their team to adopt optional, expanded geography standards. A motion was made to recommend adoption of the optional 5 tiers as a supplement to the 3 tiers that are already in place for the population/geographic standards, to be used for descriptive epidemiology (motion made by Brian Hatch, 2nd by Dr. Nolen). The motion was unanimously approved.
Immunization Grant Measles Funding Epi/Informatics Exec discussed use of funds available through the Immunizations Grant for measles response with Rich Lakin and Jeff Eason. A motion was made by Jordan Mathis to recommend approval as proposed, with funds allocated to LHDs going through the funding formula, with a plan to revisit spend-down amounts in April to allow for consideration of reallocation, if needed, to expend all available funds. 2nd made by Noel Taxin, unanimous approval.

Universal Newborn Hearing Screening 12/22/2025 The purpose of this program is to enhance the state Early Hearing Detection and Intervention (EHDI) system infrastructure to improve language acquisition for deaf and hard-of-hearing (DHH) children up to age 3.
