3.1 Consideration of Resolution 2025-07 Approving and Ratifying an 'Agreement to Lease' for Realty within the Town Center at 2300 East Fort Union Community Reinvestment Project Area.
(By this resolution the board will approve and ratify the agency's entry into an agreement to lease concerning the agency's approximately 11.5 acres of realty (currently owned or under contract to purchase) within the agency's Town Center at 2300 East Fort Union community reinvestment project area).

5.0 APPROVAL OF MINUTES
The minutes of this meeting will be approved through the following process: The Agency's secretary promptly will circulate a draft copy of the minutes to the Board members, who then will have three business days to provide any proposed corrections to the secretary. The secretary will then circulate a revised draft of the minutes to the Board members, and the same review process will continue until such time as no corrections to the draft minutes are received within the three business days review period, whereupon that draft of the minutes will be deemed approved and will become the final minutes of the meeting.

On Thursday, December 11, 2025, a copy of the foregoing notice was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was sent to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the city, by the Office of the City Recorder. Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at approximately 7:00 p.m., or soon thereafter, on Tuesday, December 16, 2025, in the Cottonwood Heights City Council Chambers located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah. The public may remotely view the open portions of the meeting through live broadcast by connecting to https://www.youtube.com/@CottonwoodHeights/streams, the city's YouTube channel.
Persons physically attending the meeting in the City Council Chambers may make verbal comments to the City Council when invited to do so, after completing a speaker comment card. Citizen comments may also be submitted in writing to the city recorder at cityrecorder@ch.utah.gov by noon, on the meeting date. In the interest of time and those attending the meeting live, however, submitted written comments will be entered into the record and distributed to the City Council, but will not be read at the public meeting.

6.1 Consideration of Ordinance 455 Adopting a Supplemental Name for a Street Segment.
(This ordinance will adopt the supplemental name of 'Incheon Yeonsu Road' for 2300 East Street from Ft. Union Blvd. to Bengal Blvd. to honor the city's 'sister city' relationship with the Yeonsu-go District in Incheon, South Korea).
6.2 Consideration of Ordinance 456 Amending the General Plan to Include a Water Use and Preservation Element.
(This ordinance will amend the city's general plan to include a water use and preservation element that complies with UTAH CODE ANN. 10-20-404, as required by UTAH CODE ANN. 10-20-401[4]).
6.3 Consideration of Ordinance 457 Adopting an Exception to Controlled Access to Big Cottonwood Canyon Road at Mine Shaft Road.
(This ordinance will adopt an exception under UTAH CODE ANN. 41-6a-715(5) to the controlled access to Big Cottonwood Canyon Road at Mine Shaft Road on 'traction control' [snow] days).
6.4 Consideration of Resolution 2025-75 Approving an Amendment to a Development Agreement.
(By this resolution the council will approve an amendment to an existing development agreement with Land Development LLC concerning real property located at 3526 East Fort Union Blvd. The purpose of the amendment is to revise the approved conceptual site plan to re-configure the access driveway to provide direct access to Ft. Union Blvd. and to make corresponding changes to the verbiage in the approved development agreement).
6.5 Consideration of Resolution 2025-76 Declaring Certain Property Surplus.
(By this resolution, the council will declare surplus and designate the method of disposition of certain personal property owned by the city).
6.6 Consideration of Resolution 2025-77 Approving Appointments to the Health in the Heights Advisory Committee.
(This resolution will approve various appointments and re-appointments to the city's Health in the Heights advisory committee as recommended by the city manager).
6.7 Consideration of Resolution 2025-78 Approving an Amendment to an Interlocal Agreement with Salt Lake County for TRCC Funding.
(This resolution will approve the city's entry into an amendment to an existing interlocal agreement with Salt Lake County for TRCC funding of the improvements for phase 3 of the city's Highland Drive pedestrian trail project).
