Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and Council Members Paul Dastrup, Cindy Stewart, David Dodds, Tracy Wright, and Mike Sarles.
Others present were Russell Bulkley, Jackie Bulkley, Dave Dodds, Jim Kinsey, Josh Pollock, Hallie Pollock, Suzanne Bulkley, Jennifer Bulkley, Tiffani Bulkley, and Nick Frandsen.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Council Member Paul Dastrup conducted the opening ceremony.
ADOPTION OF THE AGENDA
Tracy Wright moved, seconded by Paul Dastrup, to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Tracy Wright moved, seconded by Paul Dastrup, to approve the minutes. The motion passed with all in favor.
PANGUITCH CITY FIRE STATION PLAQUE
Russell Bulkley and Dave Dodds were invited to attend the City Council meeting, where they were honored with the placement of a plaque on the Panguitch City Fire Station. The building will be named the Bulkley and Dodds Fire Station in recognition of their combined 91 years of dedicated service.
BUDGET UPDATE AND PAYMENT APPROVAL
Mike Sarles moved, seconded by Cindy Stewart, to approve the budget update and payments. The motion passed with all in favor.
RESOLUTION OF PANGUITCH CITY SUPPORTING AMERICA250
Mike Sarles moved, seconded by Tracy Wright, to approve a resolution of Panguitch City supporting America250. The motion passed with all in favor.
PUBLIC WORK DIRECTOR POSITION
Cindy Stewart moved, seconded by Mike Sarles, to offer the Public Works Director position to Kory Owens. The motion passed with all in favor.
BUSINESS LICENSE - BUTTER AND BLISS/MELINDA PETERSON
Tracy Wright moved, seconded by Mike Sarles, to approve the business license for Butter and Bliss. The motion passed with all in favor.
LANDFILL - NEPA
An RFP will be sent out to hire a NEPA Coordinator to work with the BLM to expand the landfill.
DEPARTMENT REPORTS
Bike Trail - The bike trail on Highway 143 needs to be crack-sealed.
Outdoor Recreation Grant - The Outdoor Recreation Grant will open on January 2nd and close on March 13th.
Panguitch Lake Dam - The Panguitch Lake Dam is making progress.
Work Meeting - City Council will hold a work meeting on December 3 at 9 AM to review the municipal code.
Street Lights - City Manager Mat Houston is working on a list of street lights that are not working.
4-way Stop - The Council discussed repairing the concrete on US 89 at the 4-way stop.
Fence on 400 N and Main - A brick wall has been built on commercial property at 400 North and Main. There is a worry about clear visibility for drivers entering Main Street from 400 North. City Manager Mat Houston will talk with the building inspector and the owner of the property.
Local Sales Tax - SB1005 added a sales tax option to help fund EMS and fire protection. The City Council discussed the option and felt they didn't want to raise the sales tax in Panguitch.
Prevention Coalition - The Prevention Coalition's Family Night Out for December is scheduled for December 1st at 5:30 PM.
Cameron Motel - Mayor Soper met with the owners of the Cameron Motel to discuss the possibility of Panguitch City getting the land.
