INVITATION FOR BIDS
The Uintah Animal Control and Shelter Special Service District is hereby seeking sealed
bid proposals for the gathering of estray and abandoned horses within Uintah County
Utah, from January 12th, 2026, thru April 1st, 2026. Specifically the areas of Uintah County,
Utah from west of the Colorado border line, to the border of the Ute Tribal Lands, and
from 5 miles South of the White River North to the Green River, which includes the
Bonanza / Ouray area, beginning January 12th, 2026.
A pre-bid 'on-site' visit will be scheduled for all interested parties on Wednesday,
December 10th, at 1:00 p.m. (Start of visit will be at the Uintah Animal Shelter 1387 East
335 South in Vernal, Utah.)
(a) A pre-bid 'on-site' visit is mandatory and may only be attended in person.
(b) All pre-bid conferences and site visits must be attended by an authorized
representative of the person or vendor submitting a bid and as may be further specified
in the procurement documents.
(c) Failure to attend a mandatory site visit shall result in the disqualification of any bidder
that does not have an authorized representative attend the entire duration of the
mandatory site visit.
Minimum Requirements:
1. Contractor must meet and comply with all Federal Aviation Administration regulations
and must submit a statement with your bid indicating that you are in compliance for the
potential projects.
2. Contractor must provide the appropriate certificates and insurance for the helicopters
$1,000,000 (per helicopter) and $1,000,000 for the contractor of comprehensive liability
insurance with the Uintah Animal Control and Shelter Special Service District shown as
an additional insured. If the company currently carries limits less than the required
$2,000,000 minimum, please include a statement saying the limits will be increased to
this amount upon being awarded the contract.
3. Contractor must provide licensed commercial pilots who meet the following minimum
requirements:

Commercial rated pilots with current medical certificates.
Have a minimum of 3,000 helicopter hours including 600 hours of mountain flying.
Capture pilots must have prior gather/capture experience while piloting the
helicopter with the horses that may be captured in Uintah County.
The minimum numbers for horses are listed below;
a. 175
Contractor must provide all equipment and personnel necessary to efficiently and
effectively complete all projects described in scope of work including the following;
Hughes 500D or other helicopter with equivalent or greater performance.
All helicopters must have VHF/FM portable two-way radios capable of
programming to common frequencies or the Department of Public Safety
frequency, or the ability to utilize a VHF/FM Transceiver.
The Contractor shall obtain the necessary FCC licenses for the radio system to be
used.
All helicopters must be current on all scheduled maintenance and must complete
all unscheduled maintenance on site as necessary.
All helicopters must be properly equipped to conduct horse gathers/capture and
transports throughout the varied terrain and elevations found in Uintah County.
Fuel truck with enough fuel for a minimum of 8 hours of flying time.
Fuel, and ability to safely refill.
Gather/capture equipment such as portable panels, pens, gates, chutes, wings,
ropes etc.
Handling equipment such as sleds, slide boards, slip sheets, halters and ropes,
flags, shaker paddles and electric prods.
Hay and water containers.
Capture crew must meet the following criteria:
All wranglers must have experience in the gather and capture of a minimum of 500
head of horses.
All ground crew must have experience in the safe handling, care and transport of
at least 100 head of horses.
This job requires the amount of certified noxious weed free hay and/or other weed
free processed feeds and supplements and potable water for number of horses
captured.
Equipment maintenance as needed.
Secure permission for holding facilities
5. All perspective contractors must be able to submit 3 positive letters of reference.
6. Contractors must be able to complete projects within the time frame required by the
UACSSSD, weather permitting.
7. Contractors must check-in with the UACSSSD safety officers, project lead and the
contracted project inspector via radio at 30 minute intervals or have flight following
(preferred) that can be accessed through the internet.
8. The contractor must follow all the requirements outlined in Attachment C: Gather Plan,
which includes the guidelines for the Safe & Humane Handling of all Estray, Abandoned
and Nuisance horses.
9. Contractors must capture the horses specified by the UACSSSD.
10. Because of potential disease concerns, all equipment and transport vehicles must be
cleaned and disinfected between projects.
a. Additional or out of the ordinary holding time may be needed for any
captured horses.
11. Human and animal safety considerations will be foremost and the UACSSSD and
pilot must mutually agree at all times on operation safety considerations in proposed
gather/capture staging and holding areas for the operation to continue. The UACSSSD
retains the option to terminate a capture project at any time for reasons of human or
animal safety. UACSSSD must be given full access through coordination with the
Contractor to the holding and working facilities for the observation and verification of each
animal.
12. The bids must be clearly labeled Estray Horse Gather Project and addressed to the
Uintah Animal Control and Shelter Special Service District, 1387 East 335 South, Vernal,
Utah 84078. Proposals must be submitted and received no later than December 17th,
2025 4:00 p.m
The contract will be awarded for the specified gather time, but may be cancelled
early by either party following the stated terms and conditions. Along with the
necessary documentation indicating that you meet our minimum qualifications,
your company should include the cost per head.
The District reserves the right to accept or reject any or all bids, if the bid is not deemed
most advantageous to the District. The District also reserves the right to waive any
irregularities associated with any bids received. For questions and further information
