Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and Council Members Paul Dastrup, Tracy Wright, and Mike Sarles. Council Member David Dodds was in attendance via Zoom. Council Member Cindy Stewart was absent.
Others present were Kelly Holman, Lane Mecham, Cheryl Berry, Dave Dodds, Brian Head, Angeli Sheffer, and Beth Ryan.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Mayor Kim Soper conducted the opening ceremony.
ADOPTION OF THE AGENDA
Tracy Wright moved, seconded by Mike Sarles, to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Paul Dastrup moved, seconded by Tracy Wright, to approve the minutes as corrected. The motion passed with all in favor.
MULTI-PURPOSE FACILITY - LANE MECHAM
Lane Mecham presented a proposal to the City Council for a multi-purpose facility at the baseball fields to provide indoor batting cages and a pitching area for spring softball and baseball practices. He offered two options: one at no cost to Panguitch City, and another with a larger facility, asking for $500,000 from Panguitch City. Lance stated he sees the facility as a community resource and an opportunity for the city to have a recreation center. The City Council requested time to look at the options.
DUP MUSEUM - ANGELI SHEFFER
Angeli Sheffer spoke with the City Council concerning the DUP Museum. Dean Sheffer has been painting all the woodwork around the windows. A painter will need to be hired to paint the gables on the roof. The Utah Heritage Highway 89 Alliance agreed to pay $1000 toward painting the gables. With one bid coming in at $5800, Angeli requested additional funds. The Utah Heritage Highway 89 Alliance money is frozen for this year. The City Council advised that the damaged wood be repaired and to wait until spring to paint the gables, as the Utah Heritage Highway 89 Alliance might have access to additional funding then.
FIRE DEPARTMENT COMPRESSOR - NICK FRANDSEN
Paul Dastrup moved, seconded by Mike Sarles, to approve an additional $10,000 out of surplus for the purchase of a compressor.
SIGNAGE - CHILDREN JUSTICE CENTER
Mike Sarles moved, seconded by Tracy Wright, to approve the signage for the Children's Justice Center. The motion passed with all in favor.
LANDFILL NEPA
Tabled for two weeks.
SHORT-TERM RENTAL - HSG PROPERTIES, LLC AT 95 N MAIN
Tracy Wright moves, seconded by Paul Dastrup, to approve the business license for HSG Properties with the address corrected on the application form.
PUBLIC WORKS DIRECTOR
Panguitch City's current Public Works Director is retiring in February. The job will be posted for two weeks.
DEPARTMENT REPORTS
Library - The library has received a teen reading grant to buy young adult books.
Business - The community has been asking questions about why all the gas stations in town are closed and urging the city to do something. However, there's nothing the city can do; the stations are private businesses and can choose to be open or closed.
Animal Control - The land has been cleared for the construction of a facility.
Panguitch Lake Dam - The concrete for the new Panguitch Lake Dam should begin being poured next week.
Marilyn Bulkley Memorial Park - Council Member Paul Dastrup asked if the Marilyn Bulkley Memorial Park could be added to the maintenance schedule next summer.
Jail - Criminal activity has increased, and the jail is at capacity.
Mountain Bike Track - The high school mountain bike track has hosted two high school races, with the first race having 1270 registered riders and the second race having 750 riders registered. The races brought many people to town.
Cameron Motel - Mayor Soper and City Manager Mat Houston went into the Cameron Motel, and like they expected, it was in very bad condition. They are still in discussions with the owner.
Elections - There will be a meet-the-candidates night tonight at 7 PM.
