Underground Injection Control Class V Well Permit UTU-27-IP-88A335D
Purpose of Public Notice
The Utah Department of Environmental Quality (DEQ) is soliciting comments on the request to modify Underground Injection Control (UIC) Class V Draft permit UTU-27-IP-88A335D. The permit is issued by the Director of the Division of Water Quality (Division) under authority of the Utah Water Quality Act, Section 19-5-106(g) Utah Code Ann. 1953, as amended and Utah Administrative Code R317-7. Under Section R317-7-13, the Director of the Division will investigate and provide written response to all citizen complaints duly submitted. In addition, the Director shall not oppose intervention in any civil or administrative proceeding by any citizen where permissive intervention may be authorized by statute or rule. The Director will publish notice of and provide at least thirty (30) days of public comment on any proposed settlement of any enforcement action. Leamington Town Corporation proposes to inject water originating from the Leamington Town springs in Fool Creek Canyon, which has been treated by gas chlorination, into the Leamington Town Culinary Water Well for later recovery. The annual injection volume is limited by the 0.25 cubic feet per second (112 gallons per minute) water right that Leamington has for the springs in Fool Creek Canyon, as indicated in the Ground Water Recharge Permit issued by the Utah Division of Water Rights. The injected water must meet all Federal and State Maximum Contaminant Levels and Ground Water Quality Standards before injection. Any additive introduced into the injection stream must meet all requirements of Division of Drinking Water Rule R309-525-11 - Chemical Addition. The spring water and the water from the Leamington Town Culinary Water Well have been fully characterized according to the requirements of the Division of Drinking Water; therefore, additional characterization is not required under this permit prior to the commencement of injection. If a new injectate source is proposed for inclusion in the injectate stream, it shall be analyzed annually for a comprehensive list of parameters. Additional monitoring requirements are detailed in the draft permit.

All comments received prior to close of business November 22, 2025, will be considered in the formulation of the final decision to renew and modify the permit. A public hearing may be held if written requests are received within the first 15 days of this public comment period that demonstrate significant public interest, and substantive issues exist to warrant holding a hearing.
