2. Disclosures and Declarations of Conflicts from Council Members and Mayor.
C. CONSENT AGENDA:
1. Review and possible approval of meeting minutes from October 1, 2025 City Council Meeting.
2. Review and possible approval of City Expenditures from September 2025.
D. PUBLIC FORUM:

E. PUBLIC HEARING:
1. Public input is sought on the adoption of a Joint Agency Regional Water Conservation Plan.
F. BUSINESS:
1. Discussion and possible action on Resolution 2025.XX - a resolution adopting the Joint Agency Regional Water Conservation Plan.
2. Discussion and possible action on a street identification change application submitted by Jeffrey Willmitt.
3. Discussion and possible action on approving an MOU for the Westfield Connector Road Access.
4. Discussion and possible action on Ordinance 2025.XX Almond Heights Subdivision Plat Amendment.
5. Discussion and possible action on the Employee Policies and Procedures.
6. Discussion and possible action on approving Supplemental Agreement No. 7 from Stanley Consultants, Inc. in the amount of $160,00.00.
7. Discussion and possible action on approving Change Order #21 in the amount of $16,466.01 from JP Excavating for additional work items associated with the powerline relocation.
8. Discussion and possible action on approving Change Order #22 in the amount of $126,060.54 from JP Excavating for additional traffic control through August 2025.
9. Discussion and possible action on approving Change Order #23 in the amount of $15,940.14 from JP Excavating for North Pond Access and Repair of Damaged Pavement at the North Slope.
G. CALENDAR OF EVENTS:
1. Halloween Story Telling - Saturday, October 25th starts at 4:00 p.m. - Old Town Hall.
2. 4th Annual Halloween Trunk or Treat - Saturday, October 25th at 6:00 p.m. - Church Parking Lot.
3. Washington County Walking Tour - Saturday, November 8th at 10:00 a.m.
