5. Citizen Input: Questions and comments for Mayor & Council - Comments should be limited to not more than three (3) minutes. This is the time and place for any person who wishes to comment on non-agenda items and items that are relevant to the authority of the City Council. Items brought forward to the attention of the City Council will be turned over to staff to provide a response outside of the City Council meeting.

a. Public Hearing to take citizen input on the proposed Tax Increase to maintain the certified tax rate.
b. Consider Resolution 2025-12 a resolution adopting the certified tax rate of .0011.
c. Consider Resolution 2025-13 a resolution adopting the Hyde Park City final budget.
