4. OSTA Assistant Director Report (Reported by Greg):
A. OSTA is currently down one employee, and the county has implemented a hiring freeze. A new policy has been put in place and Angie had to fill out a position request form to continue the hiring process for our current open budgeted position. This request will be reviewed by commission if approved we will be allowed to continue with our hiring process.
B. Banner and Flag project in main arena has been completed and we have received positive feedback from both items.
C. Ballfield backstops were painted this spring
D. Mini split in sound room was installed and worked great for all of the events so far this season
E. White drill pipe fencing removed at entry way to barns and replaced with Powder River panelling. Rock work was also added with some solar lighting on top of the post.
F. Outdoor arena project - Removal of all drill pipe and announcer's booth. Arena was moved (north) about 100' and rebuilt with WW materials. This includes moving the ring main for the watering system. Roping box and steer run still need to be finished. Portable Bleachers are now positioned in front of the arena, along with the layout matching the main arena. Bucking chutes have been sanded, welding, and repainted.
G. Indoor Arena - has been completely replaced with brand new Powder River equipment. We held a ribbon cutting ceremony to promote the new equipment along with thanking the county and commission for the funding.
H. Quarantine Pen - We had enough materials with the WW equipment to be able to create a quarantine pen. This location is established at the entrance of the property from highway 191 and there are instructions posted on the pen if anyone was in need to use the pen.
I. Sections of old shrubs were cute behind workshops to begin expanding the area and cleaning the tree line.
J. We held another successful county fair with an amazing turn out. Having the fair board helped tremendously with the work load. We learn from everything that we do and we are already putting those lessons to use as we plan for 2026!
K. Sun shades were purchased for the pavilion for use during the county fair for roller derby and made a huge difference for that event. Some modifications need to be made to be able to utilize the shades on a regular basis and this has been discussed along with being added to the OSTA schedule.
L. Deer Creek Fire - OSTA was home for the Emergency Command Center for the Deer Creek Fire. Staff responded quickly after the county fair. Staff had to clean the facility quickly and prepare for the emergency crews to come in. Teams housed at the facility for 19 days at a full command center with additional days for required resources. OSTA also prepared stalls for evacuees.
M. Sports Complex Grass - The grass went over a month with no water and high traffic use. The water was turned off a few days before the county fair for fair prep and was scheduled to be turned back on the following week after the pick up of the tents. Then the Deer Creek Fire happened and we had fire fighters that began coming in before the actual command center was established. Water was not turned back on until the week of the 28th. When the water was turned back on there was a water line break in the ring main on softball field #1 which delayed that section an additional few days. With the water being off that long we had filters that were clogged along with multiple sprinklers that needed to be adjusted. We had a maintenance plan set for county fair but the grass was hit hard after the Deer Creek Fire incident.
