July 10, 2025 To: Housing Trust Fund Advisory Board 2001 South State Street, S2-950 Salt Lake City, UT 84190 From: Joshua Narvaez, SLCo Housing Trust Fund Program Manager Email: jnarvaez@saltlakecounty.gov Housing Trust Fund Advisory Board, The following memo has been prepared in lieu of the Housing Trust Fund Advisory Board meeting scheduled for July 10, 2025. 1. Coronavirus State and Local Fiscal Recovery Fund (SLFRF) for Affordable Housing RFA (Formally ARPA) Updates: All sixteen (16) subrecipient contracts awarded under SLFRF are fully executed. - Total funds expended (reimbursed to date): $14.6 million. 2. 2025-2026 HOME Request for Applications: At the June Advisory Board meeting, the former interim HCD Director requested input from the Board to help inform the development of the upcoming HOME RFA. This discussion was also intended to clarify the Board's advisory role in the application review process. - Board members were asked to review the current HOME RFA structure and provide proposed questions or suggestions for the new cycle. - HTF staff committed to incorporating that feedback into the draft RFA. - A revised draft is currently in development and will be presented for review at the August 2025 Advisory Board meeting. 3. Sunrise Metro Loan Updates: At the April 10, 2025, Advisory Board meeting, the Sunrise Metro team submitted a request for a loan restructure. The completed request is attached to this memo for reference. To date, there are a few updates to be shared with the Advisory Board. - On June 6, Sunrise Metro inquired whether, if they paid off the full principal balance, the HTF staff would consider forgiving the accrued interest (currently estimated at $400,000), or if the restructure process would proceed. - In response, HTF staff and ORD Acting Director met with Advisory Board leadership (Chair and Vice Chair) and Claudia O'Grady on June 23 to discuss next steps. It was agreed that an updated pro forma should be requested from the Sunrise team, assuming no interest forgiveness. - A formal request for the updated pro forma was sent on June 23. Next steps: - HTF staff and HCD leadership will review the updated pro forma upon receipt and share it with the Advisory Board. - Following review, a formal invitation will be extended to the Sunrise Metro team to attend the August 2025 Advisory Board meeting for further discussion. - HCD leadership will take the Advisory Board's recommendation under advisement and consult with ORD leadership to make a final determination on the request. 4. Other Business: HTF staff is awaiting approval from the HCD Review Committee on the Housing Trust Fund procedures.
