Public Notice is given that the Town Council of Apple Valley, Washington County, Utah will hold Public Hearings on Wednesday, July 16, 2025 at 6:00 PM or shortly thereafter at 1777 N Meadowlark Dr, Apple Valley.
Public Hearing will be held on the following topics:
1. Ordinance O-2025-28 An Ordinance Adopting the Big Plains Water Special Service District Culinary Water Master Plan, Including the Five Point System Analysis, Recommended System Improvements, System Financing Plan, Impact Fee Facilities Plan, and Impact Fee Analysis.

NOTICE OF PUBLIC HEARING REGARDING ADOPTION OF WATER IMPACT FEE FACILITIES PLAN AND IMPACT FEE ANALYSIS
Notice is hereby given that the Town Council of the Town of Apple Valley, Utah, will hold a public hearing to consider adoption of the Water Impact Fee Facilities Plan (IFFP) and Impact Fee Analysis (IFA) originally prepared and adopted by the Big Plains Water Special Service District and proposed for adoption by the Town.

To comply with the Utah Impact Fees Act (Utah Code Ann. ยง 11-36a-101 et seq.) and to receive public input on the proposed adoption of the culinary water IFFP and IFA, which identify system needs and the proportionate share of costs to be borne by new development through impact fees.
- The plan establishes the water infrastructure needed to serve future growth through 2043.
- Recommends a maximum residential water impact fee of $17,788 per Equivalent Residential Unit (ERU).
- Provides a proportional fee structure for non-residential uses based on meter size.
- Documents were prepared by Sunrise Engineering and previously adopted by the Big Plains Water SSD.
