Date: June 19, 2025 Time: 4:00 PM Place: Housing Authority of Carbon-Emery County 251 South 1600 East #2647 Price, Utah 84501 Present: Attending: Jack Riddle Jody Hansen, Executive Director Kenny Fallon Jared Haddock, Carbon County Douglas Newell Commissioner The meeting was called to order at 4:00 PM. by Mr. Riddle, Board Chair. First Item of Business: Minutes from the May 15, 2025 meeting were presented. No additions or changes were made to the minutes. A motion to approve was made by Mr. Newell, the motion was seconded by Mr. Fallon. The motion passed. Second Item of Business: Resolution #107-25 for the dissolution of the Price Affordable Apartments LLC's was presented the board. Mr. Fallon made a motion to approve the resolution, which was seconded by Mr. Newell. The motion passed. Third Item of Business: May 2025 list of expenditures were presented. Mrs. Hansen explained the April financials had been completed, but corrections needed to be made, so they were not available for the board to review before the meeting. April and May financial statements will be available for the July meeting. Mrs. Hansen also explained the invoice received from the new accountants, Phillip C. Jarrell LLC., in the amount of $13,800 was billing for initial account setup, previous fiscal year cleanup, and fiscal year end close. She also reported that the unaudited financials were submitted to HUD by the accountants as required on May 20, 2025, and the FYE audit is scheduled for August 5-6 for the initial on-site, then will continue remotely. A motion to approve the expenditure reports was made by Mr. Fallon, the motion was seconded by Mr. Newell. The motion passed. Fourth Item of Business: Mrs. Hansen reported on project funding updates beginning with section 8. She reported we are approx. $90,000 in HAP shortfall and we are projected to be over $100,000 in shortfall by the end of the calendar year. She explained HUD has made additional funding available for Housing Authorities who are in HAP short fall. We are actively taking the steps to mitigate the shortfall as recommended by HUD, which is part of the additional funding application criteria, such as the waiting list for section 8 remaining closed, not absorbing port-ins from other jurisdictions, and keeping fair market rents down to 100% when possible, as opposed to 110%. An application for this funding was submitted on June 2, 2025. Mr. Newell asked when we would know if we are going to receive funding, Mrs. Hansen explained HUD has not specified when we would be notified, as the application period is still open, but we should hear within the next few months. This funding will prevent loss of section 8 vouchers due to lack of funding at the calendar year end. Mrs. Hansen went on to report on the subsidy for East Carbon - Whitmore Square has been caught up to March 2025, and April and May will be soon to follow. Work is continuing on getting information updated for all tenants. Mrs. Hansen then reported we have received notification of our 2025 Capital Funds Program reward in the amount of $425,544, with $288,000 earmarked for capital improvements. We still also have 2024 capital funds available in the amount of $145,599 for upcoming projects. She reported the gutters & gables project at Mt. View Meadows is approximately 50% completed, and that we had recently paid the contractor in advance for materials to avoid a rise in cost due to tariffs. This avoided a change order to the contract in the amount of $20,000. The materials purchased will be stored in our storage sheds on-site. She also reported security cameras at Hillside Villa had been upgraded, cameras/hardware have been added to all other complexes and one to the main office. Next, Mrs. Hansen reported that after receiving many negative comments regarding the recent demolition of the cart path at Mt. View Meadows, the decision was made to replace the cart path instead of removing it entirely. Part of the path enabled tenants to reach their units, which are located on a slight hill, without driving on the grass so removing it proved to be problematic. The remainder of the path will be replaced in sections in the upcoming year. Mrs. Hansen then explained to the board the need for an office vehicle. The previous SUV was needed for use by maintenance, so the Public Housing and Section 8 Managers have been using their personal vehicles and are being compensated for their mileage per the 2025 IRS mileage rate. This costs the Housing Authority between $100 - $200 per payroll for each employee, as they travel to East Carbon and as far away as Ferron and Emery town on a regular basis. The intention is to purchase a used vehicle with lower miles, with a budget of no more than $25,000-$30,000. Fifth Item of Business: No other business discussed Sixth Item of Business: The board convened a closed meeting beginning at 4:27 PM. The closed meeting ended at 4:44 PM. A motion to adjourn the meeting was made by Mr. Newell, the motion was seconded by Mr. Fallon. The meeting adjourned at 4:45 PM.
