MINUTES OF THE MASTERSON PUBLIC HEARING
February 11, 2021

A Public Hearing of the Central Valley Town Council to accept public comment regarding Jerry Masterson's 'Application to amend the General Plan or General Plan Maps' was held on February 11, 2021 at 7:30 pm at the Central Valley Town Hall, Central Valley Utah after due and timely notice had been provided pursuant to Section 52-4-6 UCA 1953, as amended to date.
COUNCIL MEMBERS PRESENT: Charles Evans, Gary Barney and Kody Winkle; Mayor Susan Outzen; David Nielson was excused.

Public Hearing Opens:
The hearing began with opening remarks by Mayor Susan Outzen regarding conduct in a public hearing; she advised the crowd that individual comments would be taken; each person would have a time limit of 3 minutes to give their comments; reading of letters and statements received by the town office regarding the application would be given the same amount of time as a measure of fairness to everyone.  
Citizens making public comment were: Calvin Stewart; Marlene Stewart; Glenda Nielson; Glen Christensen. 
Letters and statements opened and read by the town staff were from:  Max Wilson; Dick & Marilyn Shepherd; Thomas & Linda Barton/Hungrie; Mike & Diana Brian; Layne Brown; Gene Quient; Mary Quient; Karen Morrill; Doug & Janett Morell; Delene Chesley; Pat Meana; Robyn Ames; Wilma Ames.



All comments addressed issues that are of great concern to the citizens if the area is rezoned to 1/2 acre.  A summation of the comments are listed below:  
1.	Traffic issues; ingress and egress out of the subdivision; could they handle the traffic; where would the roads be located; would there be bottle necks? Will our right of ways be protected?

2.	Culinary water supply; water is key to our community; do we have enough water to sustain that amount of growth; do we have enough monies to obtain more water IF it is even available; we always have drought issues that affect our water supply.
3.	Water pressure; our system is not equipped to supply enough water pressure to the north end of town if it is diverted to a 25-home subdivision; don't jeopordize what we have with that much growth; water is valuable to the citizens that already live here; our property would be worthless without water.

4.	Richfield Canal Right of Way; has the canal company been consulted about this proposed change; where would the top road be located?

5.	Septic Tank- sewer problems; a subdivision of this size would it cause back up of sewers not only in the subdivision but neighboring properties as well; will this cause us as a town in the future to consider a sewer system? 

6.	People moved here for low density housing development; we need to keep our farm ground and not give it up for subdivisions; impact of growing in our little town will increase noise pollution; don't want the town to grow much bigger; people move here to enjoy the county life which has fresh air and less pollution; if we grow bigger, we will have to consider a sewer system; the town will probably have to raise water rates to upkeep their system - people on fixed incomes cannot afford it.

7.	Even before the town was incorporated, the goal was to avoid uncontrolled building and expansion and to preserve the rural nature of the community; following incorporation, much thought and work was put into a zoning plan that would avoid uncontrolled growth; it was designed with a mix of zoning areas consisting of smaller lots in the town core area and larger lot sizes further out from the core away from existing traffic arteries; this was designed to avoid losing the rural feel of our community; that ideal needs to remain and be preserved; we don't want to be a city!

8.	Irrigation water runoff - Increased housing will cause more runoff problems with more hard-scape and less open ground to absorb the water.

9.	 General Plan - Please follow the existing General Plan as already established and deny this application; it does nothing to improve our quality of live here in Central Valley!

10.	Keep our town as low-density housing; let's preserve our agricultural land and the ability to keep our county way of life!

11.	I am not against growth but I am legitimately concerned about this proposed plan.  Leave the zoning map as it is and promote county living. The closest neighbors to the property will feel the most impact.  Keep our town's growth in low density category. 

12.	Citizen statement: 'I am opposed to the rezoning of the Masterson property located near my own property.  I don't think we want to open that 'can of worms.' 
  

Public Hearing Closed.

Mayor Outzen thanked the citizens for coming to the meeting to express their concerns for the town's growth.  She stated the council will take all comments and concerns under consideration.  The council will make their decision on Mr. Masterson's application at the next town council meeting on February 17, 2021.  The process will appear as an agenda item.  If the council wants more time to consider all the implications involved in a rezoning process, they may table the decision and schedule it for a date in the near future.  

Mayor Outzen asked for a motion to adjourn.  Charles Evans made the motion to adjourn.  Kody Winkel seconded the motion.  Charles Evans voted yes; Kody Winkel voted yes and Gary Barney voted yes.  Motion carried.  Meeting adjourned.
