Notice is hereby given that the Planning Commission of the City of St. George, Washington County, Utah, will hold a meeting in the City Council Chambers, 175 East 200 North, St George, Utah, on Tuesday, March 22, 2011, commencing at 5:00 p.m.   

The agenda for the meeting is as follows:

1.	FINAL PLATS

A.	Consider a final plat request for “Red Rock Commons” a four (4) lot commercial subdivision. Located on the northeast corner of 100 South and River Road. The owner is Red Boulder LLC, Land Trust and applicant is Mr. Geoffrey Sherman. The representative is Bush & Gudgell, Inc. The zoning is C-2 (Highway Commercial). Case No. 2011-PP-008.

B.	Consider a final plat request for “900 South Commercial subdivision Phase 1 (Gamma West)” to create two commercial lots; Lot 1 would be 1.41. acres and Lot 2 would be 2.59 acres. Located on 900 South Street (east of River Road). The owner is Blue Mountain Holding, the applicant is Mr. Jeff Morby, and the representative is Bush & Gudgel. Case No. 2011-FP-009.

C.	Consider a final plat amendment request for “The Casitas at Hidden Valley 3rd Amended and Extended.” Located at the southwest intersection of Hidden Valley Drive and the Price Hills Drive in the Desert Hills development.  The representative is Mr. Jim Raines of Bush & Gudgell engineering. Case No. 2011-FP-010.

D.	Consider a final plat request for “Sun Valley Estates Phase 1” a four (4) lot residential subdivision. Located at the southeast corner of the intersection at Little Valley Road and Crimson Ridge Road at approximately 2600 East and 3440 South. The representative is Mr. Roger Bundy, R & B Surveying. Case No. 2011-FP-005. 

2.	ZONING REGULATION AMENDMENTS – PUBLIC HEARINGS (5:00 P.M.)

A.	Consider an amendment to the City Zoning Regulations, Title 10 “Zoning Regulations,” Chapter 11 “Manufacturing Zones,” Section 10-11-2 “Uses” to add “Recycling” as a permitted use with standards in the M-1 zone. City off St George applicant.  Case No. 2011-ZRA-004.

B.	Consider an amendment to the City Zoning Regulations, Title 10 “Zoning Regulations,” Chapter 10 “Commercial Zones,” Section 10-10-2 “Uses” to elaborate on the retail sale of goods with all operations conducted in an enclosed building such as antique stores, consignment stores, furniture sales (used), pawnshops, secondhand stores, and thrift shops in the commercial zones. City of St George applicant. Case No. 2011-ZRA-001.

C.	Consider an amendment to the City Zoning Regulations, Title 10 “Zoning Regulations,” Chapter 18 “Walls, Fences, and Hedges,” Section 5F “Surrounding Developments” to add an alternative fencing and access option for double frontage lots in subdivisions. This request will also amend Title 11 Subdivision Regulations, Chapter 5 Improvements, Section 4C3a “Double Frontage Lots and Access to Lots.”       City of St George applicant. Case No. 2011-ZRA-002.
	
3.	ZONE CHANGE REQUEST – PUBLIC HEARING (5:00 P.M.)

Consider a zone change request of 25.595 acres from R-1-10 (Single Family Residential 10,000 square foot minimum lot size) with a development agreement to 12.43 acres of RE 37.5 (Rural Estate 37,500 square feet minimum lot size) and 13.165 acres of RE- 20 (Rural Estate 20,000 square feet minimum lot size). Located in Section 16, T43S, R15W, S. L. B & M south of the Rancho Verde estates subdivision. The project is ‘Sycamore Estates at Meadow Valley Farms.’ The applicant is KDQD, LC. Case No. 2011-ZC-001.

4.	PRESENTATION

A presentation will be made of proposed updates to the City’s Master Road Plan by the City Traffic Engineer’s Department.

5.	CONDITIONAL USE PERMIT

Consider a request for a conditional use permit (CUP) from ‘Spilsbury Mortuary’ to construct a detached building to house a ‘human crematorium.’ Section 10-10-2 in the C-3 (General Commercial) zone requires a CUP. The property is located at 110 South Bluff Street.” Case No. 2011-CUP-005
(Note: this item was tabled at the last Planning Commission meeting of March 8, 2011to allow the applicant time to provide detailed information of the crematorium equipment)

6.	SHARED PARKING

Consider a request for shared parking at 65 N 700 E for a karaoke juice bar.
