Those present at the City Council meeting were Mayor Kim Soper, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Attorney Barry Huntington, City Council Members Trudi Owens, and Mike Sarles. Council Member Mark Boshell was in attendance by phone. Council Members Alan Johnson and Paul Dastrup were absent. 

Others present were Sherriff Danny Perkins, Joe Orman, Steven Lee, Charles Casey, Mark Johnson, and Jenelle Molenda. 

The meeting was called to order at 6:30 pm.

OPENING CEREMONY

Council member Trudi Owens conducted the opening ceremony.

ADOPTION OF THE AGENDA

Mike Sarles moved, seconded by Trudi Owens to adopt the agenda. The motion passed with all in favor. 

APPROVAL OF THE MINUTES

Trudi Owens moved, seconded by Mike Sarles to approve the minutes. The motion passed with all in favor. 

OFFICER REPORT

Sheriff Danny Perkins discussed the possible effects the Covid-19 virus could have on the inmate facility. He also voiced his concern for the financial impact the virus could have on Garfield County. 

BALLOON RALLY/STEVEN LEE

Event Coordinator Steven Lee updated the council on the progress of the Panguitch Valley Balloon Rally and the baseball complex. 

DONATION - EASTER EGG HUNT

Trudi Owens moved, seconded by Mike Sarles to approve the donation of $400 to the Easter Egg Hunt. The motion passed with all in favor. 

WATER BILL - MARK JOHNSON

Mark Boshell moved, seconded by Mike Sarles to waive the remaining penalty balance of $1320.94 on Mark Johnson's water bill.  The motion passed with all in favor. 

ORDINANCE 2020-5 AMENDING 2019-10 WATER AND SEWER FEES

Mike Sarles moved, seconded by Trudi Owens to approve Ordinance 2020-5. The motion passed with all in favor. 

CADE CROFTS BILL

Mike Sarles moved, seconded by Trudi Owens to send Crofts HVAC back to the contractor for payment.  The motion passed with all in favor.

BASEBALL PARK PAVILION

This item was tabled. 

SIGN PERMIT - PATCHES QUILT SHOP at 44 NORTH MAIN

Trudi Owens moved, seconded by Mike Sarles to approve the sign permit for Patches Quilt Shop at 44 North Main.  The motion passed with all in favor. 

VACATION RENTAL - RED DESERT HOME at 281 WEST CENTER

Mike Sarles moved, seconded by Trudi Owens to approve the Red Desert Rental home at 281 West Center. The motion passed with all in favor.

BUSINESS LICENSE/HOME OCCUPATION - ROMA WILCOCK AT 390 N 100 E

Mike Sarles moved, seconded by Trudi Owens to approve the home occupation for Roma Wilcock.  The motion passed with all in favor. 

BUSINESS LICENSE - COOTERS LLC AT 35 E CENTER

Trudi Owen moved, seconded by Mike Sarles to approve Cooters LLC at 
50 East Center.  The motion passed with all in favor. 

DEPARTMENT REPORTS/CALENDAR
Landfill - Mayor Kim Soper met with the BLM to begin the process of expanding the landfill. 
State Appeals-City Attorney Barry Huntington has been meeting with the state ombudsmen to resolve recent legal appeals.
Library board- There is a group of first amendment activists traveling through the state targeting public libraries.  
Mini X - The Mini excavator was purchased and is working well. 
Covid -19 - High touch areas in the city office will be sanitized twice a day. If an employee has any sign of sickness they are to stay home.
