Other information: COMMISSION MEETING MINUTES OCTOBER 7, 2019 The Regular Meeting of the Juab County Commission was held October 7, 2019 at 10:00 a.m. in the Juab County Commission Chambers 160 N. Main Nephi, Utah 84648 Byron Woodland-------Chairman Clinton Painter----------Commissioner Richard Hansen---------Commissioner Ryan Peters--------------Attorney Jan Tedder---------------Deputy Clerk/Auditor Others Present: John Crippen, Myrna Trauntvein, Tasha Killian, Ruger Carter, Margie Memmott, Tracy Painter, Lynn Ingram, Colby Park, Bryce Jackson, Jake Serago, Stephanie Bill, Zack Buck, Brent Davis, Gerald Osborne, Christi Nichols, Denny Lytle. Chairman Woodland welcomed all in attendance, Myrna Trauntvein offered a word of prayer; Jan Tedder led us in the 'Pledge of Allegiance.' Commissioner Hansen made a motion to approve the Juab County Commission Meeting Minutes from September 16, 2019, Commissioner Painter seconds the motion. No Oppose. Motion carries. All voted in favor. Tasha Killian, Christi Nichols and Ruger Carter, Juab County Extension Office met with the Commission and thanked them for the support they have received from the Commission with the 4-H Program. Tasha said this year they were able to receive support in terms with the 4-H Programming, and with that support there were eighteen new positions created throughout the entire state for 4-H Program Coordinators. Juab County was fortunate to receive one of those full time positions, which will be filled by Christi Nichols. Margie Memmott, Southern Region Director spoke about the importance of the 4-H Program and the Extension Office. Margie introduced Ruger Carter as the new Agricultural, Natural Recourses and 4-H Youth Development Faculty Member. The University pays his salary and benefits, and in the Cooperative Agreement the county will provide his office space, staff support and operating budget. Ruger gave the Commission some background information about himself and some goals he has for Juab County. Margie thanked the Commission for providing her with an office located in the county building, she would like to request the front part of her office for a Program Coordinator which she has been approved to hire. Commissioner Painter made a motion to approve Margie to use the front office for the Program Coordinator, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor. Bryce Jackson, Jake Serago and Stephanie Bill, met with the Commission with information on the Cloud Seeding Program, which Juab County is a part of. They explained the Cloud Seeding Program to the Commission and the benefits in which the program provides to Juab County. Commissioner Painter made a motion to continue to participate in the Cloud Seeding Program, Commissioner Hansen seconds the motion. No Oppose. Motion carries. All voted in favor. Brent Davis with Central Valley Medical Center met with the Commission upon their request to determine if Central Valley Medical Center will continue receiving a discount on all Central Valley Medical Services. The Commission told Brent they are not aware of any agreement between them and Central Valley Medical Center, Brent said it was a verbal agreement between JCI Billing Services and Central Vallley. Juab County has recently changed billing services from JCI Billing to Gold Cross Billing. JCI has given Central Valley Medical Center a discount, in hopes to continue in receiving those services with the new billing company. The Commission agreed to schedule a work meeting with Brent, Mika Sperry, EMS Director and the Commission to come up with a written agreement. Other Business: Commissioner Painter made a motion to pay the Juab County Bills, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor. Open Session: Denny Lytle and Gerald Osborne Utah State Tax Commission, Colby Park and Zachery Buck with Juab County met with the Commission in support of the new Assessor, Zack Buck. The Tax Commission discussed Tax Values, Real Property, New and Existing Properties, etc. with the Commission. Gerald recommended the Assessor's Office have two to three licensed appraisers in the office. The Commission is in support of this, but Juab County does not have the funding. Lynn Ingram, Juab County Road Dept met with the Commission with a bid proposal for Jenkins Flat Road. Lynn told the Commission the bid was returned from Jones & DeMille at $2,211.00. The funds will be expended from the Road Budget, then the Road Budget will be reimbursed at a later date. The Road Dept. was complimented on the re-surfacing of the Goshen Canyon Road. Commissioner Hansen made the motion to approve the bid from Jones & DeMille in the amount of $2,211.00, Commissioner Painter seconds the motion. No oppose. Motion carries. All voted in favor. Lynn presented bids from Done Rite Lines in the amount of $12,00.00 and Peck Co. in the amount of $23,000.00 for stripping on the Goshen Canyon, and the Sand Dunes Road. Commissioner Painter made a motion to accept the bid from Done Rite in the amount of $12,000.00, Commissioner Hansen seconds the bid. No oppose. Motion carries. All voted in favor. Other Business: Commissioner Hansen made a motion to approve County Attorney Ryan Peters to purchase Elmo Vision Presenter under state contract in the amount of $3,617.99, Commissioner Painter seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Hansen made a motion to approve the Indigent Defense Fund in the amount of $6,206.00 that the county pays into which will cover cost of Public Defender to cover Capital case, Juab County will be reimbursed for this amount, Commissioner Painter seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Painter made a motion to abandoned North Red Canyon Road, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Painter made a motion to Adopt a Resolution 10-7-2019, abandoning a Juab County Road, this road is not detrimental to Juab County, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Painter made a motion to pay the invoice from Rural Public Lands County Council in the amount of $15,000.00, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Painter made a motion to appoint Zachery Buck as the new Juab County Assessor, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Painter made the motion to continue our participation with the Central Utah Public Health Dept. in the amount of $73,062.00 which $18,265.50 will be paid quarterly, Commissioner Hansen seconds the motion. NO oppose. Motion carries. All voted in favor. Commissioner Painter made a motion to appoint John Crippen as the Juab County Representative for UCIP, Byron Woodland was nominated as a secondary representative, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Hansen made a motion to appoint Marvin Kenison as a representative for the Fire Board, Commissioner Painter seconds the motion. No oppose. Motion carries. All voted in favor. Commissioner Painter made the motion to close Open Session and move to Executive Session to discuss Character and Professional Competence of Juab County Employees, Commissioner Hansen seconds the motion. NO oppose. Motion carries. All voted in favor. Commissioner Painter made a motion to adjourn, Commissioner Hansen seconds the motion. No oppose. Motion carries. All voted in favor.
