-	Kiesel CDA - Garn Development Company, LLC Participation and Incentive Agreement;
-	Planning Update;
-	Amendments for Cannabis Production Establishments and Cannabis Pharmacies;
-	Council/Board business; and
-	Council/Board comments.

Informational Item:
-	Emergency Operations Plan (EOP) Update

which begins at 6:00 p.m., may be addressed immediately following that meeting.

1.	Roll Call.

2.	Opening Ceremony:
a.	Pledge of Allegiance.
b.	Moment of Silence.

3.	Recognition: 
a.	Breast Cancer Awareness Month.  Joint proclamation declaring October as 'Breast Cancer Awareness Month' in Ogden City.  (Approve joint proclamation - voice vote)
b.	Domestic Violence Awareness Month.  Joint proclamation declaring October as 'Domestic Violence Awareness Month' in Ogden City.  (Approve joint proclamation - voice vote)

4.	Request to be on the Agenda:  
a.	Diversity Commission. Presentation of Fiscal Year 2019 Annual Report and Fiscal Year 2020 Action Plan. (No action required)

5.	Approval of Minutes:
a.	Closed session of February 19, 2019, Regular meeting of April 2, 2019, and Work session of April 16, 2019 - Council member Hyer
b.	Regular meeting of April 23, 2019 - Council member Blair
c.	Joint work session of May 21, 2019 - Council member White
d.	Regular meeting of May 21, 2019 - Council member Stephens

6.	Common Consent:
a.	Ogden City Arts Advisory Committee.   Consideration of the appointment of Lauren Argo, Cirilo Franco, Camille Washington, and Jan Hamer and reappointments of Russ Adams, Jake McIntire, and Scott Patria to the Ogden City Arts Advisory Committee. (Approve appointments/reappointments)
b.	Ogden Trails Network Committee.  Consideration of the appointment of Trixie 'Marie' Hahn and Michael Goodrick to the Ogden Trails Network Committee.  (Approve appointments)

7.	Reports from Planning Commission:
a.	Proposed rezone at 2633 Adams Avenue.  Proposed Ordinance 2019-43 reclassifying property located at 2633 Adams Avenue as Central Business District Zone (CBD).  (Accept public input; Adopt/not adopt ordinance - roll call vote)

8.	Public Comments.  This is an opportunity to address the Council regarding concerns or ideas on any topic.  To be considerate of everyone at this meeting, public comment will be limited to three minutes per person.  Participants are to state their name for the record.  Comments, which cannot be made within these limits, should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). 

The Council encourages civil discourse for everyone who participates in our meetings.  Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed.

The purpose of the work session is to conduct a fact finding session regarding housing.

3.	Continue or Accelerate Current Policies and Programs

Public meetings may be held electronically in accordance with Utah Code Annotated 52-4-207 to allow Council members to participate via teleconference.  The anchor location for the meeting shall be on the 3rd Floor of the Ogden Municipal Building, 2549 Washington Blvd., Ogden Utah.
