March 13, 2018

Those present at the City Council meeting were Mayor Kim Soper, City Manager Lori Talbot, City Attorney Barry Huntington, City Recorder Tyrissa Howell, Council Members Lloyd Brinkerhoff, Trudi Owens, Alan Johnson and Paul Dastrup. Council Member Rick Miller was absent. 

Others present were Sydnee Mecham, Sheriff Perkins, Randy Yard, Becky Yard, Art Cooper, and Casey Charles.

The meeting was called to order at 6:30 pm.

OPENING CEREMONY

Council Member Paul Dastrup conducted the opening ceremony.

ADOPTION OF THE AGENDA

Lloyd Brinkerhoff moved, seconded by Trudi Owens to adopt the agenda.  The motion passed with all in favor. 

APPROVAL OF MINUTES

Lloyd Brinkerhoff moved, seconded by Paul Dastrup to approve the minutes. The motion passed with all in favor. 

OFFICER REPORT

Sheriff Danny Perkins stated that the officers will start enforcing the new ATV ordinance April 1, 2018. He informed the council that prairie dogs are now under federal control.

MITCH MILLER

Lloyd Brinkerhoff moved, seconded by Paul Dastrup to allow only one water connection for the apartment building Mitch Miller is planning on building. The motion passed with all in favor. 

BALLOON RALLY - SYDNEE MECHAM

Main Street Director Sydnee Mecham stated that the plans for the Balloon rally are coming together.  The T Shirts have been designed, the vendors are full and sponsors are coming in.  

Alan Johnson moved, seconded by Lloyd Brinkerhoff to donate $10,000 to Main Street for the Balloon Rally. The motion passed with all in favor. 

OPEN MEETING TRAINING

City Attorney Barry Huntington went through the rules of the Open Meeting Act for the City Council.   

SIGNAGE - TINK AUTO PARTS AT 355 N MAIN

Lloyd Brinkerhoff moved, seconded by Alan Johnson to approve new signage at Tink's Auto Parts.  The motion passed with all in favor. 

BUSINESS LICENSE - TURN AND BURN GRILL/BRANDY EVERETT

Alan Johnson moved, seconded by Trudi Owens to approve the business license for Turn and Burn Grill. The motion passed with all in favor. 
 

BUSINESS LICENSE - BEST HOST INN AT 730 N MAIN

Lloyd Brinkerhoff moved, seconded by Alan Johnson to approve the business license for Best Host Inn. The motion passed with all in favor. 

VACATION RENTAL - COUNTRY HOUSE AT 279 W 100 N

Alan Johnson moved, seconded by Trudi Owens to approve the business license for Country House at 279 W 100 N. The motion passed with all in favor. 

DONATION/GRANT APPLICATION - BRYCE CANYON HALF MARATHON & 5K

Trudi Owens moved, seconded by Alan Johnson to donate $250 to the Bryce Canyon Half Marathon. The motion passed with all in favor. 

MANAGERS CONFERENCE APRIL 23-25. 2018 - LORI TALBOT

Lloyd Brinkerhoff moved, seconded by Paul Dastrup to approve City Manager Lori Talbot attending the Manager Conference in St George.  The motion passed with all in favor. 

DUMP TRUCK

Paul Dastrup moved, seconded by Trudi Owens to approve the purchase of a dump truck from UDOT for $22,000.  The motion passed with all in favor.

The Partridge Family has not yet responded to the city's offer to purchase the property around the well.

PENDING BUSINESS
Bike Path - UDOT's Robert Dowell wants the bike path moved away from the highway for safety reasons. If the path is not next to the highway the city will have to maintain the path. 
Sidewalks - City Manager Lori Talbot is looking at a UDOT grant for sidewalks from the KOA to the subdivisions south of town. 
Cameron Motel - Mayor Kim Soper is trying to get contact the owner of the Cameron Motel to find out if they have plans for the motel.  If they do not have any plans then the Mayor would like to have the motel condemned.
BIC Building - Mayor Kim Soper asked for the BIC building to be added to the pending business list.  Because the costs of bringing the BIC building to code would be greater than the building is worth the city plans to demolish the building.  South Central plans to build their own office building.  

DEPARTMENT REPORTS/CALANDER
ULCT Mid-Year Conference - Mayor Kim Soper expressed he would like to go to the ULCT conference and stated if any other council members would like to attend, to let him know. 
Landfill - The Landfill Inspection went well.  
Splash pad - Options were discussed for the splash pad finish work.  A bid packet will be put together for the pump house building and electrical work that needs to be done. 
Lights - The Panguitch High School Baseball team will help install the outdoor lights at the baseball fields and at the outdoor rodeo arena.  
Annexation - Gaylen and Becky Dalton will be petitioning the City for their property to be annexed. 
Water Line - A new property owner by the cemetery would like to be annexed into the city to have city water.  The council discussed the need to have a six inch pipeline rather than a two inch line.  The council felt the city needs to stick with the ordinance and only run 50 feet of pipeline and the rest should be up to the property owner.  
New Well - Gardner Brothers have finished drilling the well. Jviation is engineering the new pipe lines and new building. 
Main Street Parking - Complaints have been made about parking on Main Street.  Panguitch City Code states there is a 2 hour time limit for parking on Main Street and a 48 hour time limit on the other city streets. 
Council Member Rick Miller joined the meeting at 8:04 PM. 
ATV Ordinance -There have been negative and positive response to the new changes in the ATV ordinance. 
Mitt Romney - Mayor Kim Soper, Commissioner Pollock and Commissioner Tebbs   had the chance to meet with Mitt Romney.


EXECUTIVE SESSION

	The executive session was not needed at this time. 

CURRENT BILLS

Trudi Owens moved, seconded by Rick Miller to approve the current bills be paid. The motion passed with all in favor. 

ADJOURNMENT
Alan Johnson moved to adjourn at 8:14 pm. The motion passed with all in favor.
