                COTTONWOOD HEIGHTS CITY COUNCIL AGENDA

Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at 7:00 p.m. on Tuesday, August 8, 2017, in the Cottonwood Heights City Council Chambers located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah.

7:00 p.m.	1.0	WELCOME/PLEDGE

	2.0	ACKNOWLEDGMENTS
	2.1	Introduction of the new Cottonwood Heights Police Officers:   Brady Askerlund, Devon Blaisdell, Kyle Maloney, Kenyon Kowa and Adam Jeter.
		(Chief Russo will introduce the newest members of his police force to City Council.)
	2.3	Promotion of Officer JD Tazoi to Sergeant.
		(Chief Russo will address the City Council on the promotion of Officer JD Tazoi to Sergeant.)

2.0	CITIZEN COMMENTS
	(Please note: In order to be considerate of everyone attending the meeting public comments will typically be limited to three minutes per person per item. A spokesperson who has been asked by a group to summarize their concerns will be allowed five minutes to speak. Comments which cannot be made within these limits should be submitted in writing to the City Recorder prior to noon the day of the meeting.)
	
	3.0	PUBLIC COMMENT
3.1	Planning Commission recommendation to City Council to consider project ZMA-17-003, a zone map amendment to the property located at 2856 E Bengal Boulevard (parcel #22-35-102-049)
			(This parcel of undeveloped land is proposed to be rezoned from RR-1-21 to R-1-10.  This will 			allow for homes to be built approximately four to an acre similar to the zoning adjacent on the 			west side of the property.) 

	4.0	STANDING MONTHLY REPORTS
4.1 	Police Report - Police Support Supervisor Candie Terry
(Review of the Police Department statistics for the month of July 2017.)
4.2 	Public Works Report - Public Works Director Matt Shipp
(Presentation of the monthly public works report detailing the status of various public works and capital projects throughout the City.)

5.0       ACTION ITEMS
5.1       Consideration of Ordinance 277-A Approving 2856 East Bengal Blvd. Rezone.
                (This ordinance will approve rezoning the property at 2856 East Bengal Blvd. from RR-1-21 to R-1-10, as recommended by the planning commission.)

5.2       Consideration of Ordinance 277-D Denying 2856 East Bengal Blvd. Rezone.
                (This ordinance will deny rezoning the property at 2856 East Bengal Blvd. from RR-1-21 to R-1-10.)
5.3       Consideration of Resolution 2017-52 Approving an Agreement for Engineering Services with Gilson Engineering.
            (By this resolution, the council will approve the city's entry into an agreement with Gilson Engineering for planning, design, preparation of specifications and bid packages, construction management, etc. of a project involving completion of the last unfinished segment of the Big Cottonwood Canyon Trail. The segment is located between 3412 East and 3575 East Big Cottonwood Canyon Road.) 
5.4       Consideration of Resolution 2017-53 Approving an Agreement with Precision Concrete Cutting for Trip Hazard Mitigation.
                (By this resolution, the council will approve the city's entry into an agreement with Precision Concrete Cutting, Inc. to provide concrete cutting and grinding and other forms of sidewalk trip hazard mitigation.)

6.1	Approval of City Council Business Meeting minutes for July 11, 2017.

On Monday, August 7, 2017 at 12:30 p.m. a copy of the foregoing notice was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah.  A copy of this notice was faxed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder. The Agenda was also posted on the City's website at www.ch.utah.gov and the State Public Meeting Notice website at http://pmn.utah.gov

NOTICE OF COTTONWOOD HEIGHTS CITY COUNCIL WORK SESSION AGENDA

Notice is hereby given that the Cottonwood Heights City Council will hold a Work Session at 6:00 p.m. on Tuesday, August 8, 2017, in the Cottonwood Heights City Council Work Room located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah

6:00 p.m. 	1.	UDOT Avalanche Control - Bill Nalli (20:00)
		(Mr. Nalli will provide the Council with an update on the avalanche control situation in the Canyons.)

	2.	High-T Intersection - Amalia Andrews, Project Manager for Kimberley-Horn Consultants (20:00)
		(Ms. Andrews is the Project Manager with Kimley-Horn, a Planning and Design Engineering firm. The firm of Kimley-Horn has been contracted by UDOT to handle the High-T Intersection Project. Ms. Andrews will provide the Council with the project and construction timeline for the High-T Intersection located at the Y intersection of Wasatch and North Little Cottonwood Canyon Road, also known as the La Caille cut off.)

	3.	Review of Business Meeting Agenda (10:00)
(Mayor Cullimore and the City Council will review the Items of the upcoming Business Meeting.)

8:00 p.m. 	4.	Canyons School District - Nancy Tingey (20:00)
		(Monthly Presentation by Nancy Tingey with Canyons School District.)

5.	Public Relations Report (15:00)
		(Public Relations Specialist, Dan Metcalf, will report on media coverage and events of the city.)

6.		Community and Economic Development (45:00)
		a. Planning Commission meeting August 2, 2017                                     
(Brian Berndt, Director of Community and Economic Development, will report on the recent Planning Commission meeting.)
b. Accessory Dwelling Unit Ordinance 
(Staff will present a proposed ordinance to allow accessory dwelling units in R-1 residential areas.  Essentially, this ordinance will allow basement apartments when ordinance conditions are met.)

	7.	Public Works Report (5:00)	
(Matt Shipp, Public Works Director, will report on public works projects from this past week including progress on the new public works site on 3000 East and areas of emphasis efforts since our last meeting.)
