WELCOME AND REVIEW OF STANDARDS OF CONDUCT A. OPENING CEREMONY: 1. Council Member Charlie Luke will conduct the formal meetings in July. 2. Pledge of Allegiance. 3. Welcome and Review of Standards of Conduct. 4. The Council will approve the work session meeting minutes of Tuesday, June 13, 2017; as well as the formal meeting minutes of Tuesday, June 6, 2017; Tuesday, June 13, 2017; and Tuesday, July 11, 2017. 5. National League of Cities 2021 City Summit Resolution The Council will consider a resolution regarding the National League of Cities 2021 City Summit. B. PUBLIC HEARINGS: Continued public hearing note: Council policy allows individuals to speak once per public hearing topic. Individuals who did not speak to the issue at previous hearings may address the Council at the podium. 1. Ordinance: 5420 West John Cannon Drive Zoning Map Amendments The Council will accept public comment and consider an ordinance amending the zoning map pertaining to three parcels located at approximately 5420 West John Cannon Drive to rezone the parcels from Agricultural (AG) to Light Manufacturing (M-1) and to remove the parcels from the Lowland Conservancy Overlay District (LC). The proposal would allow the property owner to create a light manufacturing development on the site. The zoning change is supported by the Northwest Quadrant Master Plan, which the Council adopted in 2016. Legislative Action: Alcohol Establishments Zoning Amendment The Council will consider adopting a Legislative Action initiating a review of the City's zoning regulations pertaining to alcohol establishments in the Neighborhood Commercial (CN) business district in order to update the zoning ordinance so it is consistent with State code. Resolution: Housing Trust Fund Loan - Centro Civico Housing Company LLC The Council will consider adopting a resolution that would authorize a loan of $635,000 from Salt Lake City's Housing Trust Fund to Centro Civico Housing Company LLC., for a mixed income senior housing development located at 155 South 600 West. Ordinances: Truth-in-Taxation Hearing The Council will confirm the date of Tuesday, August 8, 2017 at 7:00 p.m. to accept public comment and consider adopting one or more ordinances adopting the final rate of tax levy, for all City funds including the Library Fund, in an amount greater than the Certified Tax Rate, upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2017-2018 and adopting the final budget, including the library budget, for Fiscal Year 2017-2018. Ordinance: Building Benchmarking and Market Transparency The Council will set the date of Tuesday, August 8, 2017 at 7:00 p.m. to accept public comment and consider adopting an ordinance regarding commercial building energy benchmarking and market transparency. The proposal would enact a new chapter of Salt Lake City Code: Chapter 18-Building Benchmarking and Transparency, which would require owners of large buildings (City buildings larger than 22,000 square feet and commercial buildings larger than 25,000 square feet, with some exemptions) to annually benchmark energy data, share Energy Star Scores and data with the City, and encourages implementation of improvements to the building's energy systems. The updated proposal requires an evaluation of buildings with Energy Star Scores that are below average but no longer requires the building owners to implement the energy tune-up recommendations. It also provides for exceptions for tax-exempt properties like places of worship, and other buildings and adds an appeals process, among other changes. Resolution: Interlocal Agreement for Parley's Trail through Hillcrest Park The Council will set the date of Tuesday, August 8, 2017 at 7:00 p.m. to accept public comment and consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between the City and Salt Lake County for the construction of a portion of Parley's Trail. The section of trail to be completed runs through City-owned Hillcrest Park, which is located at 2000 East and I-80. This is a long-planned trail extension from the Draw at Sugar House Park to Tanner Park and Parley's Canyon. Under the proposal, the County would construct the trail and assume responsibility for ongoing maintenance. Ordinance: Small Scale Food Production Text Amendment The Council will set the date of Tuesday, August 29, 2017 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending various sections of Title 21A the Salt Lake City Code pertaining to small scale food production. The current ordinance does not differentiate between large commercial food processors (i.e. cereal manufacturing or national brands) versus smaller home grown companies. The proposal would create two new land uses: commercial food preparation and artisan food production, which would be allowed in the same zoning districts as restaurant uses and retail uses, among other changes. Ordinance: Northwest Quadrant Agricultural (AG) Zoning Text Amendment The Council will set the date of Tuesday, August 29, 2017 at 7:00 p.m. to accept public comment and consider an ordinance amending various sections of Title 21A of the Salt Lake City Code pertaining to the AG Agricultural zoning district. The proposal would remove residential uses in the zone, permit the 'Duck Hunting Club' use that is currently an existing use in the area, ensure uses associated with agriculture are identified as permitted uses, such as a caretaker home and accessory retail sales associated with agricultural uses, and require consultation with the Utah State Division of Wildlife Resources for solar panel installation prior to a building permit being issued in order to mitigate impacts on wildlife. The proposed changes are consistent with the Northwest Quadrant Master Plan, which the Council adopted in 2016.
