13.	RESOLUTION - Approving the site plan of El Pollo Loco at 76 East University Parkway in the PD-5 zone

REQUEST: Steve Usdan requests the City, by resolution, approve the site plan of El Pollo Loco at 76 East University Parkway in the PD-5 zone.

POTENTIALLY AFFECTED AREA: Cherry Hill Neighborhood

BACKGROUND: The applicant proposes to construct a 2,995 square foot El Pollo Loco restaurant with drive-through service. El Pollo Loco started in California in 1980 and now numbers over 400 locations and includes four in Utah: West Jordan, West Valley, Washington, and Lehi. From elpolloloco.com:

At El Pollo Loco, pronounced 'L Po-yo Lo-co' and Spanish for 'The Crazy Chicken,' we go to crazy lengths for our signature citrus-marinated, fire-grilled chicken. First, we marinate fresh, whole chickens in a special recipe of herbs, spices, fruit juices and garlic. The whole chickens are then fire-grilled, hand-cut, and served with our chicken meals, burritos, salads, soups, tacos and quesadillas. And if that's not enough, we apply that same passion to our handmade guacamole, salsas and dressings every day.

Section 22-11-17(T) requires the City Council to approve any site plan in the PD-5 zone. 
The proposed location is adjacent to University Parkway and directly north of Toys R Us. The applicant recently received approval of his request to change development standards of the PD-5 zone in order to construct El Pollo Loco at this location. In September 2016, the City Council approved changes to permitted elevation materials as well as permitting SLU 5811 (Fast Food) in the PD-5 zone.

The proposed elevations are to be constructed with brick, stucco, mosaic tile, and glass. The Code permits one elevation to have up to 65 percent stucco while the remaining elevations may have up to 50 percent stucco. The overall height of the structure is 23' 2'. The elevation materials percentages are shown below:

UDOT/UTA is in the process of constructing BRT lanes along University Parkway which will affect adjacent properties. The proposed site plan has taken these changes into account and the University Parkway access northeast of the El Pollo Loco site will be modified. The access currently has a concrete landscape island separating the in/out lanes. This island will be extended to the south to prevent northbound vehicles from crossing the drive lane to access El Pollo Loco. A new access farther south will be constructed for this purpose. These changes are located on the proposed site plan. 

RECOMMENDATION: The Planning Commission recommends the City Council approve the site plan of El Pollo Loco at 76 East University Parkway in the PD-5 zone.
