Coalville City, Utah: Notice of Finding of No Significant Impact
AGENCY: Rural Utilities Service, USDA
ACTION: Notice of Finding of No Significant Impact.
SUMMARY: The Rural Utilities Service (RUS) has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance to Coalville City, Utah for the construction of the Coalville City Drinking Water Facilities Project in Summit County, Utah.

The EA and FONSI are also available for public review at the Rural Development Office located at 1860 North 100 East, North Logan, Utah 84341, and at the Coalville City Hall located at 10 North Main Street, Coalville, Utah.
SUPPLEMENTARY INFORMATION: The proposed project consists of upgrades and additions to Coalville City's drinking water system relative to the culinary water sources, storage and distribution system. Alternatives considered by RUS and Coalville City relative to improving existing sources included: 1. No action alternative and 2. Rehabilitating the existing Lewis Well. The alternatives considered relative to adding additional sources included: 1. No action alternative, 2. Treating the existing Brown Well, 3. Treating shallow groundwater and Weber River water at a new water treatment plant, 4. Regionalizing with the Hoytsville water system, and 5. Operating an aquifer storage and recovery system at the existing Brown Well. The alternatives considered for increasing the storage capacity included: 1. No action alternative, 2. Rehabilitating the existing Allen Hollow tank, 3. Replacing the existing Icy Springs tank, 4. Installing a new tank on the East side of the City, and 4. Splitting the new storage between a replaced Icy Springs tank and a new tank on the East side of the City. The alternatives considered relative to improving the distribution system included: 1. No action alternative and 2. Replacing distribution and adding new water lines. The alternatives are discussed in the Coalville City Drinking Water Facilities Project EA. The RUS has reviewed and approved the EA for the proposed project.
The availability of the EA for public review was announced via notice on April 1, 2016 in the Summit County News newspaper and on the Utah Public Notice Website http://www.utah.gov/pmn/index.html. A 30-day comment period was announced in the notices. The EA was also available for public review at the USDA Rural Development office as well as the Coalville City offices. No public comments were received.
Based on the EA, commitments made by Coalville City, and the fact that no public comments were received, RUS has concluded that the project would have no significant impact to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety.
The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low-income populations.
No other potential significant impacts resulting from the proposed project have been identified. Therefore, RUS has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR ยงยง 1500-1508), and USDA Rural Development's Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project.
RUS is satisfied that the environmental impacts of the proposed project have been adequately addressed. RUS federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project.
