ESCALANTE CITY COUNCIL MEETING
 DECEMBER 15, 2015
PUBLIC HEARING - 6:00 P.M.
REGULAR MEETING - 6:00 P.M.
ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST

Mayor Jerry A. Taylor called the meeting to order at 6:00 p.m. in the Escalante City Council Chambers.

Present at said meeting were Mayor Taylor, Council members Louise Barnes, Greg Allen,                    
Guy Graham, Melani Torgersen, Marlene Stowe, City Attorney Barry Huntington, Deputy City Recorder Stephanie Steed and City Recorder Debra Allen.                                                            
 
Also present were Stanley Stowe, Ray Christian, Monica Taylor, Terence Tontlewicz, 
Tony Peterson, Daryl Griffin and Robert McElary.

Mayor Taylor led the Pledge of Allegiance.

PUBLIC HEARING
Mayor Taylor opened the Public Hearing.

2015-07 ORDINANCE (ANNEXATION)
Mayor Taylor explained the annexation.

There were no public comments.

Mayor Taylor closed the Public Hearing at 6:03 p.m.

ADOPTION OF 2015-07 ORDINANCE (ANNEXATION)
Council member Stowe stated conflict of interest because her brother owns property to be annexed. Council member Torgersen made a motion to adopt Ordinance 2015-07. Council member Graham seconded the motion. Motion carried with Council members Allen, Barnes, Graham, and Torgersen voting aye. Council member Stowe abstained.

APPROVAL OF MINUTES
MINUTES OF THE DECEMBER 01, 2015 MEETING
Council member Graham made a motion to approve the minutes of the December 01, 2015 meeting as written. Council member Allen seconded the motion. Motion carried with Council members Barnes, Stowe, Torgersen, Allen and Graham voting aye.                           



PLANNING AND ZONING ITEMS
PLANNING AND ZONING UPDATES 
TED LEVINE - ELECTRIC HOOK UP 
Council member Stowe explained that the County requires a City permit to hook up electricity. Council member Stowe explained Mr. Levine's project. Council member Stowe made a motion to approve the Municipal Project Approval Form for Mr. Levine. Council member Barnes seconded the motion. Motion carried with Council members Stowe, Torgersen, Graham, Allen and Barnes voting aye.  

SCHEDULED ITEMS
CHRISTMAS LIGHT CONTEST - MARLENE STOWE
Council member Stowe is asking for $1,000.00 for the Christmas Light Contest. Council member Stowe said there will be three categories - residential, business and people's choice. 
Deputy City Recorder Steed said the money is in the budget. Council member Allen made a motion to approve $1,000.00 in prize money for the Christmas Light Contest. Council member Barnes seconded the motion. Motion carried with Council members Barnes, Allen, Torgersen, Stowe, and Graham voting aye. 

CITY COUNCIL MEETING TIME
Mayor Taylor asked if the Council wants to change the City Council Meetings from 7:00 p.m. to  6:00 p.m. This item was discussed and it will need to be done through a Resolution. Mayor Taylor directed Attorney Huntington to draft a resolution.

TOUR OF UTAH
Mayor Taylor said Escalante City will be the Host City for the second day of the Tour of Utah.
Mayor Taylor said this will promote a lot of interest in Escalante, not for just the race, but in the future as well. Mayor Taylor said we will need a lot of volunteers to help with this event. 
Council member Stowe will put the need for volunteers on Facebook. There is a Tour of Utah meeting on January 13, 2016 in Salt Lake City that the Council needs to attend. Mayor Taylor said Garfield County will donate to this event and he hopes other business venues will also donate. Mayor Taylor said at the end of the day he wants to make Escalante the best Host City that people will remember. This item was discussed at length.  

DEPARTMENT REPORTS
ADMINISTRATIVE
The Administrative Department had nothing to report.

PUBLIC WORKS DEPARTMENT
The Public Works Department had nothing to report.

FIRE DEPARTMENT
The Fire Department was not present at said meeting.



COUNCIL REPORTS
MAYOR JERRY A. TAYLOR
Mayor Taylor had nothing to report.

COUNCIL MEMBER GREG ALLEN
Council member Allen had nothing to report.

COUNCIL MEMBER MELANI TORGERSEN
Council member Torgersen said we have two barbeque grills that were donated by
Danny and Sherri Meisenbach. The Lions Club would like to install them on the North side of the pavilion.

COUNCIL MEMBER GUY GRAHAM
Council member Graham had nothing to report.

COUNCIL MEMBER MARLENE STOWE
Council member Stowe has nothing to report.

COUNCIL MEMBER LOUISE BARNES
Council member Barnes said she and the Public Works Department have been busy cleaning the City Yard which now belongs to Escalante City. Council member Barnes said the plans are to move the existing fence back by the City Work Shed. The front part of the property will then be used as a multi-use area for City activities. Council member Barnes said she would like to have it ready for the Tour of Utah.
 
UNPAID BILLS			
Council member Stowe made a motion to pay the unpaid bills. Council member Torgersen                                 seconded the motion. Motion carried with Council members Barnes, Allen, Torgersen, Stowe and Graham voting aye.

EXECUTIVE SESSION
The executive session was not needed at this time.

Council member Stowe made a motion to adjourn the meeting at 6:25 p.m. 
Council member Torgersen seconded the motion. Motion carried all in favor.
