WORK MEETING
The agenda was reviewed. 
COUNCIL MEETING
1.	Mayor Green opened the meeting at 7:00 p.m.
2.	The Pledge of Allegiance was led by Grant Belnap and prayer was given by Councilwoman Brinkerhoff.
APPROVAL OF MINUTES
The minutes from the February 5, 2015 Council meeting were reviewed by the Council. 
Motion:	Councilman Scoffield made a motion to approve the minutes as written
Seconded:	 Councilman Cooke seconded the motion and it was passed unanimously by the Council.
BUSINESS LICENSES
Mayor Green presented the following business license to the Council for approval.
Intermountain Poly Fabrication, LLC proprietor J. Boyd Stuckey at 4385 S. 5100 W.
This is an additional license to the one he already has. He will use his home for a sales office for the fabricated fitting he makes.  He has a little inventory but most of his products will be drop shipped to the site.  This will be a wholesale business only.
Motion:	Councilman Cooke made a motion to approve the Intermountain Poly Fabrication business license at 4385 S. 5100 W. as presented.
Seconded:	Councilwoman Brinkerhoff seconded the motion and it was passed unanimously by the Council.  
NEW BUSINESS
1.	Tracy Allen presented the rezone request from Brad Beus for a 55+ Community at approximately 5600 West 3900 South.  This would be a PUD zone.  This property was added to the General Plan map for possible future zoning.  This zone would be to encourage a variety of dwelling units that allow imaginative concepts of neighbor and housing options.  This will allow a developer to tailor to a specific user group such as retired persons.  This ordinance only applies to land that is designated as such in the general plan.  This is for a 32 unit developement with four dwelling units in each unit.

Brad Beus is the developer for this request.  He said the HOA fee will be $150.00 per month which will include: lawn mowing, weed pulling and trimming, secondary water fee, insurance, snow removal, club house, large swimming pool.
Dan Shelton said he is worried that the road on 5500 West is not wide enough for more traffic.  If the road is widened with a pedestrian lane he has no problem, but there needs to be some responsibility taken if they don't and an accident happens.
Janet Swassy lives at 5798 W. 3800 S.  She said 124 units in that spot is too much.  They moved here for the country.  They support people that want to develop their property but it should be one acre lots.
LaGrande Belnap said Hooper needs this kind of a development.  It will be the first of its kind.  He didn't think it will cost any more money for sheriff services because this would promote happy family living.
Nate Shelton at 5557 W 3700 S. asked if the roads, in the development, are going to be wide enough for emergency vehicles?  He asked if he will have people yelling at him for running his farm equipment at night as is needed to run a farm.  It was stated that the streets will be the same size that is required in other developments.  Farms are protected from complaints of farm noises.

Councilwoman Brinkerhoff said what is unique to Hooper is the narrow roadways and the ditches along the sides of the roads.    They have to be able to blend the roadways and development.  Raising animals and farming is part of Hooper and hopes it doesn't ever become a problem.  
Councilman Scoffield said this development is going to make a great opportunity for the elderly stay in Hooper.  We don't want to lose our elderly.
Councilwoman Brinkerhoff understands the 'not in my back yard' but if you don't own that property it comes down to the property rights of the property owners to develop their land.
Motion: 	Councilman Scoffield made a motion to approve the rezone request of Brad Beus at approximately 5600 West 3900 South from R1 to a PUD zone.
Seconded:	Councilwoman Brinkerhoff seconded the motion.
Councilman Cooke wanted to clarify that this is the rezone only and not an approved development yet.
Vote:	The vote was unanimous in favor for the rezone.
2.	GENERAL PLAN  Councilman Beus said he added the housing plan to the general plan.  The Planning Commission has recommended approving the general plan pending what would be added about housing.  Council Beus has worked on the moderate income housing portion.  One of these areas was to consider life cycle housing.  He said the City has had open house meetings and did a non-scientific survey about the issue.  He worked with Weber County and submitted the goals to the Weber County Housing Authority for Hooper City which is required by State law.   Attorney Richards said the General Plan should be adopted by Resolution and can be done at the next Council meeting.
3.	The Hooper City Code book is being reviewed for any spelling errors.  There is no content changes that will be made but if there needs to be any it will have to go through the proper procedure.  It was discussed that Title 6 will be reviewed at the next meeting.  There was discussion about the water restriction ordinance and if it should be considered to reinstate it in the future.  It was decided to discuss it at the April 16th Council meeting.
Citizen comment from Mike Torbin 5162 W. 5500 S. said water conservation should considered now and not wait. Development could explode and then there could be a problem.

Councilwoman Brinkerhoff seconded the motion.

The meeting was adjourned at 8:00 p.m.
