                PANGUITCH CITY COUNCIL MINUTES

September 22, 2015
CITY COUNCIL - 6:30 P.M.
LIBRARY CONFERENCE ROOM

Those present at the City Council meeting were Mayor Pro-Tem Lloyd Brinkerhoff, City Manager Lori Talbot, City Treasurer Carla Farnsworth, Council Members Trudi Owens, Rick Miller, Alan Johnson, Kim Soper, and the City Attorney Barry Huntington.  Mayor Eric Houston was absent. 
The meeting was called to order at 6:30 p.m.
OPENING CEREMONY
Council Member Kim Soper conducted the opening ceremony.
ADOPTION OF THE AGENDA
Trudi Owens moved, seconded by Kim Soper to adopt the agenda as outlined.  The motion passed with all in favor.
APPROVAL OF MINUTES
Alan Johnson moved, seconded by Kim Soper to approve the minutes from the City Council meeting on August 25, 2015 with the corrections to be made.  The motion passed with all in favor.
Kim Soper moved, seconded by Trudi Owens to approve the minutes from the City Council meeting on September 8, 2015.  The motion passed with all in favor.


WATER AND SEWER ORDINANCE 2015-5
There was one change that needed to be made in section A of the ordinance.  The change made was 500 feet to 50 feet of piping on a requested service.
Rick Miller moved, seconded by Alan Johnson that the change from 500 feet of piping to 50 feet be approved for ordinance 2015-5.  The motion passed with all in favor
SMOKING HOT ANTIQUES/GREG AND CARLETTA JOHNSON-LEASE AGREEMENT WITH OPTION TO BUY RENEWAL.
Greg and Carletta would still like to purchase the old fire station as soon as they can.  They are current on their rent, which is paid yearly.  Attorney Huntington told the council he would prepare a new lease for the Johnson's.
Trudi Owens moved, seconded by Kim Soper to renew the lease with the option to buy to Smoking Hot Antiques.  The motion passed with all in favor.
PENDING BUSINESS
Currently there is nothing on the pending business list
DEPARTMENT REPORTS
Signs at the City's waterworks - Council Member Kim Soper said he would work with Lori to get the signage needed to mark the waterworks.
Justice Court Recertification - Attorney Huntington said he has sent the letter to get the Panguitch City Justice Court recertified.  He also commented that Justice Court Judge Tim Smith is doing a good job.
Animals next to Courthouse - Council Member Trudi Owens said she is still receiving complaints on the animals located next to the courthouse.  Attorney Huntington said he will write a nuisance letter to the owner of the property.
City Office furnace - City Manager Lori Talbot has sent a Notice to Proceed to S & R Mechanical, they will contact her when all the parts have arrived and are ready to get started.
Fishing Derby - Mayor Pro-Tem Lloyd Brinkerhoff filled the council in on details for the fishing derby which will be held December 19, 2015 to February 27, 2016 at Panguitch Lake.  They would like to tag two to three fish for the grand prize.  Every other week they would do a mini prize of around $100.00 in Panguitch bucks $75.00 for an adult and $25.00 for youth for the biggest or longest fish caught.  All the fish will be weighed and measured in Panguitch at the Shed.  The grand prize would include an ice auger.  Other prize ideas include a 2 night stay in Panguitch, a balloon ride and food. Any other ideas would be appreciated by Panguitch Main Street.  The deadline for signups will be December 18, 2015 and the fee will be $20.00.  If none of the tagged fish are caught there would be drawing for the grand prize, winner must be present.
Marketing Director - Melissa Veater has turned in her two week notice.  Advertisement will begin in the paper on Thursday September 24, 2015 and will close on Wednesday October 7, 2015 at 5:00 P.M.   Council members Trudi Owens, Kim Soper, Lloyd Brinkerhoff have offered to be on the hiring committee and Council Member Alan Johnson said he would be willing if needed.
Safety Inspection - City Manger Lori Talbot told the Council the City had the safety inspector from Utah Local Government Trust.  At one time the City had 25 items on the list, this year it is down to four and of those four two have already been fixed.  The list currently now has two items on it.
Audit - The Auditors were in town September 14 -16, 2015.  The City was not written up on anything this year.  Surplus in the general fund and sewer fund went up.  Surplus in the water fund went down.

EXECUTIVE SESSION
The executive session was not needed at this time
CURRENT BILLS
The council reviewed the current bills to be paid.
Kim Soper moved, seconded by Rick Miller to pay the current bills.  The motion passed with all in favor.
ADJOURNMENT
	The meeting was adjourned at 6:55 P.M.
