PUBLIC HEARING: Local Building Authority (LBA) of Mona City Proposed Construction of New City Building: Mayor Greg Newton opened the public meeting at 7:10 p.m, by asking for a motion and a second from the city council to close the regular session of the council meeting, and move into the Public Hearing for the Local Building Authority; Councilmember Jeffrey Hearty made a motion to move into a public hearing for the Local Building Authority to discuss the proposed construction of the new city building.(1st Motion)
Mayor Newton then addressed the audience by stating that the city of Mona is required to hold a public hearing before they can request any funding from the CIB Community Impact Board.
Mayor Newton called the meeting to order and explained that the city council's decision to work toward building a new city building through a partial grant.
Mayor Newton explained to those in attendance, 'This building was built in 1960 and has 804 total square feet'
Newton told those in attendance the current city building cannot be remodeled because the cement block construction did not contain any steel reinforcement.
Mayor Newton continued by telling those present; 'It is too small to accommodate the need for office space and for public attendance at meetings, the building does not meet ADA standards.'
In continuing his statement, Newton told those in attendance; the council room is 300 square feet, the storage area is 160 square feet, the office is 280 square feet, and the restrooms are 32 square feet.
There are two people who use the office at the present time. 'When we anticipate a large crowd at a public hearing, we have to hold it at the elementary school gym,' said Mayor Newton. It is a difficult issue for the city recorder to get her materials from one place to another, and then back again.
The current building cannot be remolded because of the poor quality of construction.
Newton told those in attendance the council is preparing to receive grant money from the CIB, (Community Impact Fund Board.) He also told those present; 'We are nearing a population of 2,000, a new city hall has been on the capital improvements list compiled by Six County for over 20 years that means it could be considered by the CIB.'

The city has saved $300,000 which could be applied to the project. The city will also provide a building lot which is estimated at another $90,000, those two items would be more than the required match.
The money can come from any source where the city has funds. It does not have to have a dedicated revenue source and the current interest charged on such a loan is 2 -1/2 %.
Mayor Newton added, 'A 15% loan is pretty small change, the loan would be about $48,000.' A 15% loan, 2-1/2 percent interest rate and an 85% grant.
Councilmember Jeffrey Hearty told those present his concerns; that the council would not raise taxes or utility rates, although his biggest concern was whether it would be wise to build a new city building when technically, the recession is over, but, it is not over for many living in Mona City.
Councilmember Molli Graham could not envision a building erected in such a beautiful area of the park having to remove the trees in the northeast corner. 'That is the prettiest part of the park,' she said.
Mayor Newton said, 'The project is not locked in stone if CIB is not favorable, if we don't get a grant, we will not build.'
The site for the building has not yet been determined. The council may consider the property near the maintenance building, because the city already owns that property.
With standing room only, 15 plus people came to the public hearing to comment for a proposal to build a new city office building. First voicing her concerns was Natalie Anderson; Where would the ambulance be housed, she made a recommendation that the restrooms be made assessable for those traveling outside of the building, she was also concerned with the current snack shack, and whether it is scheduled to be replaced. Councilmember Riding said, 'The snack shack can be upgraded and remodeled, and does not need to be rebuilt.'
Mayor Newton told those in attendance; no decision has been made as what is going to be done with the old city hall, it could be torn down until then the ambulance can still be stored in the garage. Anderson also asked if the city could buy a large enough parcel of land to allow a future swimming pool or a recreation center. 'We need to have some vision for what the city will need down the line.'
Anderson also wondered how the people who live near the current building felt about the proposal and what they are thinking.
She had a concern on how parking would be accommodated during the annual 24th of July celebration, during baseball games and other events.
Larry Martin asked the council 'Is the city allocating money to tear down the current city building.' And continued by saying that it would not be wise to leave it standing unused because it may attract vandalism, windows would be broken, if it is not a coded building, it should be destroyed.
Arlene Bassett wondered if the garage used to house the ambulance could be added to the building for square footage of the present city building rather than rebuilding the facility. Bassett also wondered if the council had given consideration whether the building could be made useable for a longer period of time.
GayDean Okelberry asked the council if they could continue to put money aside as they have done in the past to where enough funds are saved and available to build a new building without going in to debt.
She didn't think it was a wise thing to go into debt for a new building when the present building is not used all the time. She said it is necessary for her to pay one debt before she can incur another one. She thought it was fine to use the elementary building when needed.
Okleberry said the city needs to take care of current problems rather than incurring another debt. 'We need an animal control officer,' Said Okelberry. If you are going to build a new building, you

should extend the hours for the secretary so we have a full time secretary and the office can be opened every day.' Let's solve the problems we have she said.
Councilmember Graham said she would like to see the new building built by the cities maintenance building. Mayor Newton commented by saying, 'To build there would not require so much fill.'
Mayor Newton said everyone has a right to accommodations at the city hall.
Newton said the new city building would be a design and build structure, a project delivery system in which the design and construction services are contracted by a single entity know as the design build contractor, the city council will give their specifications to the entity and they will then make those designs come to life.
The Public Hearing for the LBA for the proposed new building was closed at 7:50 p.m. with no further comments, the regular city council meeting then resumed.

APPROVAL OF AUGUST 11 & AUGUST 25, 2015 MINUTES:
Councilmember Jonathan Jones made a motion to accept the minutes of August 11, 2015 as written, Councilmember Jeffrey Smith made a second to that motion. The vote was unanimous. (2nd Motion) Councilmember Jonathan Jones made a motion to accept the minutes of August 25, 2015 as amended. Councilmember Jeffrey Smith made a second to that motion. (3rd Motion)
PLANNING AND ZONING:
Planning and Zoning Chair Lynn Ingram told the council Jeff Kay came before the Planning and Zoning Commission during their September 2nd meeting, wanting to apply for a building permit for lot #18 in the High Meadows Subdivision. Ingram said he has met all of the requirements and recommended to the council that they issue him a building permit for the above lot#. Councilmember Jeffrey Smith made a motion to issue a building permit to Jeff Kay for Lot #18 in the High Meadows Subdivision; Councilmember Jonathan Jones made a second to that motion. Motion carried. (4th Motion)
Larry and Susie Martin also applied for a building permit for an outbuilding on their property located at 75 west, 600 south in the Pleasant Ridge Subdivision. They also met their requirements and Ingram recommended the council approve a building permit for the Martin's. Councilmember Jeffrey Hearty made a motion to approve a building permit for Larry and Susie Martin to build an outbuilding at 75 west, 600 south in the Pleasant Ridge Subdivision. Councilmember Molli Graham made a second to that motion, the motion carried. (5th Motion) Priority Homes came in to apply for a building permit in
the High Meadows Subdivision, Lot #2, 66 east Platt Lane. Ingram said they have met all their requirements and would like to make a recommendation for a building permit to Priority Homes. Councilmember Jonathan Jones made a motion to approve a building permit for Priority Homes, Lot #2, High Meadows Subdivision. Councilmember Jeffrey Smith made a second to that motion. Motion carried. (6th Motion)
DISCUSSION ITEMS:
Juab County Sheriff's Department was on the agenda but not present for their report.

Jeff Kay came before the council asking if the city would be able to help pay for the cost of the sewer later, and help patch the road at 642 S and 300 E.
After some discussion the item was tabled until September 22nd, at that time there should be an answer for Jeff.
Josh and Jeremy Newell came before the council for the third time asking if the city can pay for the water line installation to their property.
Councilmember Jones told the Newell's, 'Right now we can't upgrade, we don't have any funds because we have expended the money.'
The line in that area where they want to connect is undersized and will need to be upgraded; in addition a loop would need to be made so that the home the Newell's would like to build would not be dead-ended. Pay also said that the city should not set any precedence for allowing one person exceptions to what is required for others and you would need a fire hydrant because you will be further than 500 feet from a hydrant which is the requirement for the city.
The expense for installing that line would be approximately $40,000. Allen Pay city water master said the city should not allow any dead end lines because it does not meet the city fire suppression needs.
The council decided to table the issue again, Mayor Newton gave Councilmember's Jones and Hearty an assignment to check on the easements on 350 west and to investigate the feasibility of connecting the home in a way that there will not be dead end lines.
DIRECTOR OF FINANCE:
Director of Finance Everd Squire presented the council members with the Disbursement Listing for Checking-dated 8/26/2015 to 9/08/2015. The council reviewed the report, and Everd asked if there were questions on the checks in reference to this report. There were two questions on check number 9884 in the amount of $2,647.50 issued to Apex Instruments, Inc, and number 9893 issued to Northern Lights Display LLC. The questions were sufficiently answered.
Everd noted checks over $2,000 must have an initial by each councilmember.
There were six (6) checks over the allotted amount of $2,000. The report was approved by the council with no further questions or comments, and is attached and will become a permanent part of the minutes for public viewing.
Ever said he talked with Don Watts from Rocky Mountain Power they are charging a fee for the school crossing meters. Mayor Newton asked Everd to check and see how much the fee is they are charging.
RECORDERS REPORT:
City Recorder Lyla Spencer told the council she has renewed the SAM (System Awards Management) for government funding for the city, and said this is a yearly update that needs renewed in order for the city to receive funds/Grants from the Federal Government.
Mayor Newton presented the Enabling Ordinance Document #9-8-15 to the council for adopting the Mona City Code. He told the council he took a copy of the ordinance to Kasey, Mona City attorney to review the document but he has not heard back from him. The council approved the ordinance, with Councilmember Jonathan Jones making a motion to adopt Mona City Codes Enabling Ordinance number 9-8-15 as written, Councilmember Molli Graham made a second to that motion. The record of procedure reads as follows; the motion carried with 5 yeas and 0 nays.

COUNCIL BUSINESS:
Councilmember Molli Graham told the council the Beautification Committee is preparing for the fall cleanup which will be held September 24 to October 5, Flyers will go out through the US Post Office to every household to inform them of the clean up.
She has ordered decorations for the risers along Main Street for each season of the year. The Beautification committee will be responsible for putting the decorations in the risers.
Councilmember Jeffrey Smith told the council the county has been fixing the drains on the roads on Main Street. He said he asked them if they are going to put a box on the SW corner on 2nd North, one side has a box and the other one doesn't.
Councilmember Smith had a second issue, on 3rd South where they are installing the drain on the north side of the sidewalk; he is going to put a large rock on the waterway for the water to run, Smith said the water has been running down in front of Robert Nelson's place.
The backhoe leaks like a sieve, it will need to be fixed now and he is having that done. After the backhoe is fixed then the sander will need some maintenance.
Smith said they need to address the drainage problem on 600 S and 2nd W in the near future.
In regard to the letters that were sent months ago, he said he had only three out of the six letters that responded, and nothing has been done. He suggested the city take upon themselves to get it done.
He again asked how the little girl that was bitten a few weeks ago is doing.
Councilmember Jonathan Jones told the council there is nothing on the water rights, and no other issues.
Councilmember Jeffrey Hearty would like to call an executive session and do a follow up on what was previously discussed at the last executive session.
Councilmember Frank Riding had one simple question, he wondered why the sewer manhole covers are painted green. Mayor Newton said so they know the locations of each manhole.
Allen Pay gave a brief update on the fire hydrant in front of Arlene Bassett's house. Pay said they will have to install a new fire hydrant in that location.
Mayor Newton ended the session by asking Councilmember Molli Graham to check with a tree company to see what the cost would be to remove the tree on 200 West.
FYI:
There were eight (8) motions voted upon and passed; a motion to move into the LBA Public Hearing, a motion to approve the minutes of August 11, 2015, a motion to approve the minutes of August 25, 2015, a motion to issue a building permit for Jeff Kay, a motion to issue a building permit to Larry and Susie Martin , a motion to approve a building permit for Priority Homes, a motion to adopt the Enabling Ordinance 9-8-15, for the Cities Code Book, and a motion to pay the finances and close this meeting of September 8, 2015. There were no further motions voted upon and passed.
PAY FINANCES AND ADJOURNMENT:
Councilmember Jonathan Jones made a motion to pay the finances, adjourn and go into executive session. Councilmember Jeffrey Hearty made a second to that motion. The vote was unanimous; the city council meeting was adjourned at 9:15 p.m. with no further comments, the council then moved into executive session.

EXECUTIVE SESSION, IF NECESSARY:
An Executive session was called by Councilmember Jeffrey Hearty and conducted by Mayor Greg Newton at 9:20 p.m. The purpose for the meeting: to hold a strategy session to discuss pending or reasonable imminent litigation.
Those in attendance were; Mayor Greg Newton, City Recorder Lyla R Spencer, Councilmember's Molli Graham, Jeffrey Smith, Jonathan Jones, Jeffrey Hearty, and Frank Riding. Councilmember Jeffrey Smith made a motion to close the executive session with councilmember Jeffrey Hearty making a second to the motion.
The meeting was adjourned at 9:43 p.m., with no further comments.
