ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST


Mayor Jerry A. Taylor called the work meeting to order at 6:00 p.m. in the Escalante City Council Chambers.

Present at said work meeting were Mayor Taylor, Council members Louise Barnes, Greg Allen, 
Marlene Stowe, Melani Torgersen, Guy Graham and City Treasurer Stephanie Steed. 
City Recorder Debra Allen was excused.

Also, present were Elaine Lott, Jeanne Seymour, Ray Christian and Dennis Lott.

The work meeting was to work on the budget. 

The work meeting was adjourned at 6:49 p.m.					

Mayor Taylor called the regular meeting to order at 7:00 p.m. in the Escalante City Council Chambers. 	

Present at said regular meeting were Mayor Taylor, Council members Barnes, Stowe, Allen, Torgersen, Graham and City Treasurer Steed. City Recorder Allen was excused.

Also, present were Elaine Lott, Jeanne Seymour, Steve Seymour, Audrie Lindsay, 
Michelle Lindsay, Don Porter, Blaine Porter, Ray Christian, Dan Meisenbach, Sherri Meisenbach, 
Terence Tontlewicz, Lawrence Barnes, Geraldine Liston, John Meisenbach, Fred Kovol and Andre Yazdi.

Mayor Taylor led the Pledge of Allegiance.

There were no personal comments. 

APPROVAL OF MINUTES
MINUTES OF THE APRIL 21, 2015 MEETING
Council member Torgersen made a motion to approve the minutes of the April 21, 2015 meeting as written. Council member Graham seconded the motion. Motion carried with Council members Allen, Stowe, Torgersen, Graham and Barnes voting aye.
 

PLANNING AND ZONING ITEMS
PLANNING AND ZONING UPDATES
EDGER GARCIA & JOHANNA GONZALEZ - MOBILE HOME - 385 S. 800 W.
Council member Stowe explained Mr. Garcia and Ms. Gonzalez would like to put a mobile home on Julie Fords property at 385 S. 800 W. Ms. Ford was at the Planning and Zoning meeting and gave them permission to put it there. This item was passed by planning and zoning and meets all requirements. Council member Barnes made a motion to approve the municipal project approval form for Mr. Garcia and Ms. Gonzalez. Council member Allen seconded the motion. Motion carried with Council members Allen, Stowe, Graham, Torgersen and Barnes voting aye.

DAVID & WENDY MEISENBACH -STEEL BUILDING - 465 S. 450 W.
Council member Stowe explained this project. This item was passed by planning and zoning and meets all requirements. Council member Allen made a motion to approve the municipal project approval form for Mr. and Mrs. Meisenbach. Council member Stowe seconded the motion. Motion carried with Council members Allen, Stowe, Torgersen, Graham and Barnes voting aye.

SCHEDULED ITEMS
AUDRIE LINDSAY - GOVERNOR'S HONORS ACADEMY SCHOLARSHIP DONATION.
Ms. Lindsay explained that she has been accepted to the Governor's Honors Academy at SUU this summer. Ms. Lindsay's tuition to attend this academy is $1,000.00 and she is asking the city for a $300.00 donation. Ms. Lindsay gave a letter and the program summary to the council (attached). 
Council member Barnes made a motion to approve a $300.00 donation for Ms. Lindsay. Council member Torgersen seconded the motion. Motion carried with Council members Graham, Allen, Stowe, Torgersen and Barnes voting aye.
 

LIBRARY BUDGET
Mayor Taylor said during the budget work meeting we discussed the library budget and because of the water budget, we need to look at places to save money. Mayor Taylor said Librarian Ray Christian is concerned about closing the library and gave the council some statistics during the work meeting to review. Mayor Taylor and Mr. Christian will meet and discuss the library. This item was tabled. 

POLICE BUDGET
Mayor Taylor said the last time Rick Roberts the city auditor was here, he said we really need to look at the Police Budget. Mayor Taylor said if you will notice I have put $55,000.00 in the budget, which is a cut from last year. Mayor Taylor asked the Council if they would like to look and hire a new police chief or if they would like to go with the County. In order to go with the County we would have to get on the agenda and see if they are willing to open their budget and hire a new officer. Mayor Taylor asked the council for some guidance and direction. Council member Allen said he would like to pursue the County because they are a bigger entity and will put another officer here. Council member Torgersen said she knows we have Officer Dunton but would like to see an additional officer and would like to know if the County is willing to do that. Mayor Taylor said a year ago when we approached the County they said they would put another officer here so they could rotate the two officers and also have backup. The Council agreed to have Mayor Taylor put the police on the County agenda to see what they are willing to do.  
	

COURT BUDGET
Mayor Taylor said we have submitted everything to close the court and we are on the agenda this month. At this time we have not put anything in the Court Budget because we are waiting to see what the State has to say to when we can close. City Treasurer Steed said when she called they told her it can take up to a year to close a court, but since we are so small and Garfield County is willing to consolidate our court with theirs they will see what they can do about closing it by June 30, 2015.  

DEPARTMENT REPORTS
ADMINISTRATIVE
City Treasure Steed reported on the Court Conference last week and thanked the Council for sending her. 

PUBLIC WORKS DEPARTMENT
The Public Works Department had nothing to report. 

 
LIBRARY DEPARTMENT
The Library Department had nothing to report.

FIRE DEPARTMENT
Fire Chief Porter said they will be ordering the fireworks for July 4th and 24th tomorrow, and anyone who is helping with the fireworks this year has to do an online training with the State Fire Marshal. Chief Porter asked if the Firefighters are considered employees of Escalante City and Mayor Taylor said yes. Chief Porter is working with Ryan Cottam on getting an old army photo lab container from the School District to store the fireworks in. Council member Allen will work with Chief Porter and Mr. Cottam to see what we need to do to acquire the container. 

COUNCIL REPORTS
MAYOR JERRY A. TAYLOR
Mayor Taylor said he is pleased with the work on the Budget, and thanked everyone for coming out and making our community better. 

COUNCIL MEMBER GREG ALLEN
Council member Allen said the people in the airport house have chosen to put their own cook stove in so there is an electric stove available if the Fire department wants it. Chief Porter said they do not want it. 

Council member Allen said the weeds are getting tall along the airport runway, and asked that we send a letter to Bartt Carter asking him to take care of them as soon as possible.  

Council member Allen said Blaine has ordered the parts for the drainage problem they are working on.

Council member Allen said there will be a group of scouts here in June and are wanting to do a service project. Council members Torgersen and Barnes suggested Main Street. 


COUNCIL MEMBER MELANI TORGERSEN
Council member Torgersen said we are waiting for Splash Pad USA to come down and put the chemicals in the Splash Pad and it will be running by Memorial Day.

COUNCIL MEMBER GUY GRAHAM
Council member Graham had nothing to report. 

COUNCIL MEMBER MARLENE STOWE
Council member Stowe had nothing to report. 

COUNCIL MEMBER LOUISE BARNES
Council member Barnes said the sidewalk replacement project is completed and looks good. 

Council member Barnes said Main Street clean up will be Friday, May 5, 2015 from 1 p.m. to
5 p.m., followed by a potluck at the park.

Council member Barnes said the road roller is working so when the weather and the streets are dry, we will be working on potholes.
 

UNPAID BILLS			
Council member Allen made a motion to pay the unpaid bills. Council member Stowe seconded the motion. Motion carried with Council members Barnes, Graham, Torgersen, Allen and Stowe voting aye.

Council member Torgersen made a motion to go into executive session to discuss the character, professional competence, or physical or mental health of an individual at 7:29 p.m. Council member Allen seconded the motion. Motion carried with Council members Allen, Barnes, Graham, Stowe and Torgersen voting aye. Present at the executive session were Mayor Taylor, Council members Graham, Stowe, Torgersen, Barnes and Allen. City Treasurer Steed was excused. The Council come out of executive session at 7:42 p.m.  

Council member Stowe made a motion to adjourn the meeting at 7:42 p.m.
Council member Allen second the motion. Motion carried all in favor.
