OPENING PRAYER:

APPROVAL OF MARCH 24, 2015 MINUTES:
	Councilmember Jeffrey Hearty made a motion to accept the minutes of March 24, 2015 as corrected.  Councilmember Jonathan Jones made a second to that motion.  The motion passed, and the vote was unanimous.

PLANNING AND ZONING:	
	Planning and Zoning Chair, Lynn Ingram told the council Glenn Pearmain living at 740 S 100 N came in for a Fence Permit.
	The Planning and Zoning Board recommend the council issue a Fence Permit to Pearmain.  A motion was made by Councilmember Frank Riding to issue Pearmain a Fence Permit, Councilmember Jeffery Smith made a second to that motion.  The motion passed and the vote was unanimous.

	Zack Buck living at 720 S 100 W came in to apply for an Outbuilding Permit for a detached garage in the back of his yard.  Lynn Ingram said Planning and Zoning recommended the council approve an Outbuilding Permit for Zack.  
Councilmember Molli Graham made a motion to approve an Outbuilding Permit for Zack Buck, with Councilmember Jeffrey Hearty making a second on that motion. (3rd Motion)
	Also in attendance at the Planning and Zoning meeting was Gaydean Okleberry wanting to add a Drive thru Addition to her existing building.  She still needs to get some things in place before a permit can be issued. 
	Jeff  Kay came before the Planning Commission to apply for a Building Permit. No discussion on this item. 
	A Work Session was then called to discuss the new Zone Map.



MONA CITY COUNCIL MEETING APRIL 14, 2015,
7:30 PM
DELEGATIONS: 
Jeremy Franklin and Jason Young met with Mona City Council, the sheriff and two deputies and more than 50 residents of the community, in a packed room, to discuss and present their Electric Valley 2015 Music Concert.  
The proposed site is located on 93 acres of privately owned land west of the city. 
Franklin presented a Power Point featuring a map, and the example of the type of music that will be played along with information promoting the event. They are planning the event the second week in July.   
During the presentation Franklin said, 'There will be no alcohol served.'  The minimum age is 16 years old.
 They have invited all Mona residents to attend the music festival free of charge. 
	There were several comments from the audience, and most of the concerns were in regard to safety and security issues, the type of people this kind (rave) of concert may bring, traffic issues, the amount of people who will attend this type of gathering, and the impact and general welfare this concert will have on the citizens of Mona City, and 'why would they want to have such a gathering in Mona', where will most of the people that are attending this event come from. (The answer was, from Salt Lake City.)  
Sheriff  Ryan said, 'You have changed on the number that will be attending.'
	It was also suggested since most of the people who will attend are coming from SLC, 'then why not hold the concert in SLC?'
	The following people addressed  Jeremy and Jason; Noel Lance, Jim Orten, Doug Davis, Bill Mills, Dan Woodland, Robert Lowe, Joe Humphrey, Heather Jolly, Susan Kay, Lynn Ingram, Juab County Commissioner Bryan Woodland, Councilmember Jeffrey Hearty, Sheriff Ryan, Mike Stringer, Juab County Sheriff Chief Taylor, and closing remarks by Juab County Sheriff Doug Anderson. 
	Mona City residents feel there will be intense trouble in their community if the county commission allows a music event of this magnitude. 
	Mayor Newton told Franklin and Young, 'Had you told me when we sat across the table from each other that you were planning a rave party, I would have pushed the paper back across the table and told you, see you later.'   Newton added he had no intention of allowing Mona City to have a gathering such as this.

	Patrick Painter was on the agenda but was not present for the regular council meeting.  Painter's agenda item: Request for Services on Cemetery Lane.  Mayor Greg Newton took care of the issue


COUNCIL BUSINESS:
	Councilmember Frank Riding gave a report on the Easter Egg Hunt, the council gave him a plus review.   
	Councilmember Jeffrey Smith told them they are filling pot holes, signs are being put back up that were blown down by the recent wind storm. 
	Councilmember Smith gave an update on the recent letters that were sent to citizens in regard to the drainage problems in Mona.  He has received three responses out of the six (6) sent.  Smith said, they have been very receptive and said they will take care of the problem.  Councilmember Smith said basically all that needs to be done is make a waterway so the water will have a place to flow. 
Councilmember Jeffrey Hearty asked the council what they would like to do with the General Services Plumbing bids? 
Hearty told the council they received a late bid from Troy Painter. 
MONA CITY COUNCIL MEETING APRIL 14, 2015,

Councilmember Jones said he was impressed with Jason Clawson (P&C Development) who took the time to attend the last city council meeting, he said he would put him on top of the list.  Councilmember Hearty said he was also impressed with P&C Development, and his prices were significantly lower than Tarus Plumbing.  He added I can give him a call this evening and ask if he is interested in receiving a General Service Contract with the city.  'We don't have to use him but we need something in place, and if we need something done, we have a price list.' 
Councilmember Hearty reminded the council, 'This is just a service agreement in place so that we can call him up and say, can you get this done.'  
'This is not a set contract, it is a General Service Contract and if we want to get someone else we can do that too', added Hearty. 
Mayor Newton said he is perfectly satisfied with P&C Development as well, he took the time to come to the meeting and answer questions where needed.   His prices are in line too.  
Mayor Newton asked Councilmember Hearty to go ahead and call P&C and enter into an agreement with them.  The council was in agreement with the Mayor.
Councilmember Hearty brought up the Fence Permit Ordinance, Hearty thought it would be a better idea to go directly to Michelle (as the council first decided earlier) rather than going to Planning & Zoning to obtain a Fence Permit.  After a short discussion the council agreed that it would be a better idea with less hassle to go to Michelle.  
Michelle was a little hesitant to issue the Fence Permit, however Councilmember Hearty reminded her that she would not be responsible if the person receiving the permit was to come back and blame her if things went negative.  The form is self explanatory and the receiver is responsible for not following it.  If it is a hard/more difficult fence issue, then Planning & Zoning would take care of it. 
Councilmember Jonathan Jones reminded the council about the event at the Junior High School, JumpKic, Drug Awareness Program.  The council has been asked to help serve those in attendance; they will need to report at 6:00 p.m. 
Councilmember Jones said they should entertain a motion to extend the Business Moratorium for another six (6) months. 
Councilmember Jonathan Jones made a motion to extend the Moratorium on businesses for six (6) months (180 days)  beginning April 14, 2014,  Councilmember Molli Graham made a second to that motion.  The motion carried with five (5) yes votes. 
Councilmember Molli Graham said she will meet with the Beautification Committee tomorrow.  They would like to place big dumpsters in the park or anywhere that is feasible with the city council for the Spring Clean-up.  The dumpsters will be placed for six days in a designated location, and will have signs placed on them as to where the items/trash/garbage can be placed and separated.
Graham said she, along with the Beautification Committee want to clean up Mona City.  
Graham noted, if it works that is great and we can do it again, if it doesn't at least she has tried. 
	The boys home has also offered their services, Graham told the council. 
	Mayor Greg Newton ended the council session by bringing up three items.  He proposed they hire John Sutherland as a part time employee, and pay him $1.00 per year.  Mayor continued by saying, 'It is killing two birds with one stone, he is helping Casey at the park with him not being able to maintain it and it will take care of the ATF about the fireworks, the people that handle them have to be a city employee.'
	The second issue is in regard to Current Creek Irrigation. He had a meeting with them, and they want to drill a well next to the sewer plant, they have five flowing well west of Young Living Farm, they want to transfer the rights, and change the point of diversion on the flowing wells and put a new well in the ground at 2.73 CFS, which is a great deal for them because the flowing wells are still going to flow.   Mayor Newton told them they would protest it to the bitter end.  They are serviced in Goshen.  
	Mayor said they also talked about the possibility of getting an easement, because they have to cross a piece of ground the city owns.  
MONA CITY COUNCIL MEETING APRIL 14, 2015,
7:30 PM
He said they are going to come in and file for it, and he wanted to give Councilmember Jonathan Jones a heads up on the issue.  He said it will be happening in May. 
	The Mayor had a concern in regard to the old abandoned trailer home next to Brady Lynn.  It is a mess and needs to be torn down and removed, he added, it is full of junk and has had goats and dogs live in it.  
	The council suggested he speak with the owner who is Brady Lynn.  The Mayor said it is a health issue and an eye sore. 
	He will talk with Brady. 
DIRECTOR OF FINANCES, SECRETARY, AND RECODRDER REPORT:
	Director of Finances Everd Squire presented The Mona City Disbursement Listing for checking dated 3/25/2015 to 4/14/2015; he asked if there were questions on the disbursement. 
There were (7) seven checks over the allotted amount of $2,000.  
The report has been initialed by each council member and attached to the minutes for public viewing. 
Everd reminded the council there is three (3) months left on this year's budget. 
Secretary/Treasurer Michelle Dalton told the council they had a problem with a shut off.  The resident cut the lock off and Michelle wanted to know what can be done.  Can they add the cost of the lock replacement to the customer if they cut the lock off, which will be $40.76 plus $25.00 to go back to their property to install the lock?  
The council said that is 'Theft of Service', and yes the city can charge for the lock plus the extra $25.00 to go back to the property and put another lock on. 
Michelle said the deputy went back with Shane and put another lock on the box.
Payson Lock and Key will change the lock on the maintenance building plus they worked on the locks in the office. 
Allan Pay City Water Superintendant asked if the door on the well and the chlorinator can be fixed.  
City Recorder Lyla Spencer told the council before they can send the code binder to Sterling, the council will need to hold a public hearing for the Land Use Ordinance, it must be posted at least seven days prior to the council meeting before the ordinance can be adopted, and assigned a number.  Spencer informed the council this will take place before the regular scheduled council meeting on April 28 at 7:30 p.m.  The required paperwork will be ready for the council members to sign. 
FYI:	
There were five (5) motions voted upon and passed, a motion to approve the March 24, 2015 minutes, a motion to issue a Fence Permit for Glenn Pearmain, a motion to issue a Building Permit for Zack Buck, a motion to extend the business moratorium for another six (6) month, and a motion to adjourn this meeting of April 14, 2015.  
PAY FINANCES ADJOURNMENT:
Councilmember Jeffrey Smith made a motion to pay the finances and adjourn, Councilmember Molli Graham made a second to that motion, the vote was unanimous.  The city council meeting was then adjourned at 11:00 p.m. with no further comments (5th Motion)
