OCTOBER 22, 2013
CITY COUNCIL - 6:30 P.M.

Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Donna Osborn, Council Members, Lloyd Brinkerhoff, Rick Miller, and Trudi Owens.   Attorney Barry Huntington and Council members Nick Reynolds and Tim Smith were absent. 

Others present were Archer Miller and Annie Miller.

The meeting was called to order at 6:30 p.m.

OPENING CEREMONY

Truid Owens conducted the opening ceremony.

ADOPTION OF THE AGENDA   

Lloyd Brinkerhoff moved, seconded by Rick Miller to adopt the agenda as outlined.  The motion passed with all in favor. 

APPROVAL OF THE MINUTES    
 
Rick Miller moved, seconded by Trudi Owens to approve the minutes as corrected.  The motion passed with all in favor.  
   
UP COMING MEETINGS    There were no upcoming meetings.
	  
EAGLE SCOUT PROJECT - CHRISTOPHER PARKIN - HORSESHOE PITS

	Rick Miller moved, seconded by Lloyd Brinkerhoff to table the eagle scout project for Christopher Parkin.  The motion passed with all in favor.

BUSINESS LICENSE - TREENA BRIDGES - PHOTOGRAPHY - 105 E 100 N
	Treena Bridges’ photography business will be mobile and by the Internet.  There will be no traffic or other impact on the neighborhood.

	Rick Miller moved, seconded by Lloyd Brinkerhoff to approve the business license for Treena Bridges Photography at 105 E 100 N upon payment of the business license fee.  The motion passed with all in favor.

CROSSING GUARD
	City Manager Lori Talbot informed the council that the office staff found that the crossing guard duties are disruptive to their office work.  Lori Talbot stated that Kory Owens and Troy Pollock had expressed willingness to do the crossing guard duties for comp time.  Lori Talbot will contact the employees to see who is willing to continue with the crossing guard duties.

CAMERON PROPERTIES
	A letter has been received from Gayle Harman concerning the Cameron properties.  The letter states that a survival school is looking at restoring and using part of the Cameron properties for their school as well as a meeting center for environmental groups.  
	All prior plans for restoring and using the Cameron properties have failed.  If the City were to pursue condemnation of the property, the city would have to pay fair market value for the property.  If the City had plans such as a swimming pool or a park for this property, grant monies may be available to help with costs.  Mayor Houston recommended that the City wait to act on the Cameron properties until the park project has been completed and look into the  possibility of purchasing the properties at a future time.  
	It was recommended by the Council that a letter be written to Gayle Harman by Attorney Barry Huntington expressing the City’s concerns about health and safety issues on the property.

PATTERSON PROPERTY
	Attorney Barry Huntington was able to locate the owner of the Patterson property.  Mr. Patterson called Attorney Huntington’s office and spoke with the secretary.  Mr. Patterson stated that he would be willing to hire a young man to pick up trash at the property.  Mr. Patterson was told that the problem is more severe than can be handled with a trash pickup and was advised to speak with Attorney Huntington.  Mr. Patterson has not contacted the Attorney or the City at this time.
	Mayor Houston expressed concerns about the health and safety issues associated with this long abandoned trailer home and property.  Mayor Houston suggested that the Fire Department burn the trailer and the City crew haul away the debris.  Mr. Patterson could be billed for this expense or a lien could be placed on the property.  Attorney Barry Huntington will be requested to contact Mr. Patterson about the health and safety issues associated with this property.
 	
PENDING BUSINESS   
	Swimming Pool Building:  The money for the swimming pool building should be received from the Garfield County School District the first part of November 2013.  Some of the money from the sale of the pool building will go to the park project.  Trudi Owens recommended that the remainder of the money from the sale of the pool building be put in a PTIF to be set aside for future use for a pool or other capital improvement.
	Park Project:   The problem of the puddling under the pavilion at the park will not be repaired by the contractors with the reasoning that the contractor was not given specifications except to put the concrete back the same as the original.  
	Jones & DeMille engineers want to negotiate the payment of their fees because they went $2800.00 over budget.  Mayor Eric Houston and City Manager Lori Talbot will contact Jones & DeMille the first part of next week to negotiate the payment of fees.


DEPARTMENT REPORTS 
	UDOT Main Street Project: The UDOT main street project will be completed upon the replacement of 2 pedestrian ramps.
	Triple C Meeting: The roof is still leaking.  County Commissioner Clare Ramsay will talk to the Steeds about repairing the roof.  Also Mr. Ramsay will talk to Western Rock about using the millings at the back of the Triple C Arena.  The condition of the Arena building is a concern to the Triple C Committee.    

	The Danse Trailer Roping Event was discussed at the committee meeting and the level of support by the City may be re-evaluated because of the monetary losses incurred by this event.
	Craft Fair: The Craft Fair will be held November 9, 2013 at the Fair Building.
	Propane Tank: Mayor Eric Houston complimented Councilman Lloyd Brinkerhoff for the hard work he has done on finding and expediting the purchase of a propane tank and arranging for it to be installed at the City shop, as well as working closely with GarKane Energy for inspection of the tank and continued support of the Balloon Festival.
	City Springs:   City Manger Lori Talbot reported that there is a leaking spring box with a rotted wooden top at the City Springs.  Harward & Rees will come to correct the leak and to capture this water for the City.  
	Dogs: Mayor Eric Houston reported that the Sheriff’s Department will send out 2 officers at a time in the old canine truck a couple of times a month to pick up dogs running at large.  The officers will be paid time and a half including $10.00 per dog collected.
	Time sheets and Employee pay periods: Mayor Eric Houston stated that the new employee pay schedule of every other week instead of bimonthly has greatly improved the tracking and bookkeeping of employees’ pay and leave time.

CURRENT BILLS    The council reviewed the current bills to be paid.   The Attorney fees and the rent for the billboard were left off the payment approval for the bills.  These will be added to the current bills.
	
Trudi Owens moved, seconded by Rick Miller to pay the current bills.  The motion passed with all in favor.
