A. WORK SESSION: 2:00 p.m. Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 2:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)
1. The Council will receive a briefing regarding the Mayor’s recommended budget for the Salt Lake City Fire Department for Fiscal Year 2009-2010.
2. The Council will receive a briefing regarding the Mayor’s recommended budget for the Salt Lake 
City Refuse Fund for Fiscal Year 2009-2010.
3. The Council will receive a briefing regarding the Mayor’s recommended budget for the Management Services Department for Fiscal Year 2009-2010.
4. The Council will receive a briefing regarding the Mayor’s recommended budget for the Public Services Department for Fiscal Year 2009-2010.
5. The Council will receive a briefing regarding the Golf Fund for Fiscal Year 2009-2010.
6. The Council will receive a briefing regarding a resolution extending the time period for satisfying the conditions set forth in Ordinance No. 24 of 2008 (Property located at 728, 732, 752 and 766 North Redwood Road). (Item G1)
7. (TENTATIVE) The Council will receive a briefing regarding an ordinance repealing Section 12.80.150, Salt Lake City code, pertaining to operation of bicycle on one-way roadways; and amending Section 12.52.140, Salt Lake City code, pertaining to bicycle lanes - vehicle restrictions.
8. (TENTATIVE) The Council will receive a briefing from the Administration regarding the Public Safety Facilities Bond Proposal. (Item G2)
9. (TENTATIVE) The Council will receive a briefing regarding unresolved issues for the General Fund for Fiscal Year 2009-2010.
10. (TENTATIVE) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code to discuss labor negotiations, pursuant to Utah Code Ann. § 52-4-204 and § 52-4-205 (1)(b).
11. (TENTATIVE) The Council will consider a motion to enter into Closed Session for the purpose of strategy to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms pursuant to Utah Code Ann.§ 52-4-204, § 52-4-205(1)(d), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.
12. Report of the Executive Director, including a review of Council information items and announcements.

B. OPENING CEREMONY: 
Council Member Carlton Christensen will conduct the Formal Council Meetings during the month of May.

2. The Council will approve the minutes of May 5 and May 12, 2009.

C. PUBLIC HEARINGS: 
1. Ordinances: Adopt the City Budget, excluding the budget for the Library Fund which is separately adopted, and the Employment Staffing Document of Salt Lake City, Utah for Fiscal Year 2009-2010
Accept public comment and consider adopting an ordinance adopting the final budget and related ordinances, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document for Salt Lake City, Utah for Fiscal Year 2009-2010. (Note: The Council will hold a combined Public Hearing on items C2-C24, which will address all issues associated with the 2009-2010 Budget, including the Library Fund)

5. Ordinance: Amend Increases to Business License Base Fees, Regulatory Fees and Disproportionate Costs
Accept public comment regarding an ordinance amending Section 5.04.070, Salt Lake City Code, relating to business license fees, raising non-home based business base license fees and per employee disproportionate costs; amending Schedule 1 of Title 5, listing regulatory fees, to add a regulatory fee for automobile towing businesses; and amending Schedule 2 of Title 5, listing fees for disproportionate costs, to add a disproportionate cost for the retail sale of tobacco products.
