Any items can be removed from the consent agenda and heard in its regular order at the request of any commissioner.) CONSENT AGENDA 1. Approval of check edit list, requisitions, and dispositions. 2. Approval of January 16, 2024, Commission Meeting Minutes. 3. Approval of Business License for J & R Portable Toilet Rentals & Services. 4. Approval of support letter for the State Outdoor Recreation Infrastructure Grant in Goblin Valley. 5. Approval to appoint of Kresh Eastman to the Emery County Special Service District #1. 6. Approval to give Denise Reid a $1.00 per hour increase for accepting the responsibility of being the Branch Librarian for both Elmo and Emery libraries, effective 2-19-24. 7. Approval of Aidan Hueton as a Reserve Deputy at $16.05 ph. 8. Approval to give Andy Wall a 3% wage increase for successful completion of his 6 month orientation period as a Deputy II and the 3% COLA given the first of the year. Effective 2-19-24. 9. NOTIFICATION selected Hannah Bauer as a part time custodian in the County Administration Building, working 19.75 hours per week with no benefits. Wage Grade 7. 10. Approval to promote Hannah Neff to a Head Lifeguard. Move to Grade 5, effective 2-19-24. 11. NOTIFICATION selected Naya Pattillo as a part time Assistant Librarian in the Huntington Library, working 19 hours per week with no benefits. Wage Grade 7 12. Approval to appoint Jeremy Lake as the Emery County Emergency Manager in addition to his Deputy II duties and responsibilities. Move to Grade 21, effective 2-19-24. 13. Approval to promote Brad Beagley to a Weed and Mosquito Technician II. Move to Grade 15, effective 2-19-24. 14. Conflict of Interest forms received from noon on January 9, 2024, up to noon on January 31, 2024. Discussion Items 1. Items pulled from the consent agenda. 2. Open and accept bids for Emery County Marketing-Rebranding RFP. 3. Approval of Ratification of letter of opinion stating Emery County's stance regarding BLM decisions on the Labyrinth Rims/Gemini Bridges area trail closures. 4. Discuss/Approve/Deny monetary donation to the 2024 Castle Country Classic Livestock Show to be held June 20 & 21, 2024. 5. Discuss/Approve/Deny a monetary donation for the Woman of the Year Award. 6. Discuss/Approve/Deny signing the 2024 Master Lease agreement between Emery County and Gauge Automotive, Inc. 7. Discuss/Approve/Deny an MOU between the Utah Cyber Center Grant program and Emery County. 8. Discuss/Approve/Deny support letter for the Carbon County Aviation Campus Workforce Development Project 9. Discuss/Approve/Deny adjustment of $275.36 on parcel 1-112-8 for 2023 taxes 10. Discuss/Approve/Deny change order # 23 for the Millsite Dam Rehabilitation Project. 11. Discuss/Approve/Deny MOU between Emery County and Castle Dale City regarding the 2024 Emery County Fair. 12. Discuss/Approve/Deny contract between Emery County and Bingham Party Rentals, LLC to provide attractions for the 2024 Emery County Fair. 13. Discuss/Approve/Deny using 30,000.00 of TRT money to fund The Swell Trails Grant for 2024. 14. Discuss/Approve/Deny letter to Blue Castle Holding, Inc regarding the Green River Industrial Park, specifically SITLA lease SULA 1822 between SITLA and Emery County. 15. Discussion regarding the SEUALG'S request to use county grant funds to hire a grant writer to pursue funds for economic development transitioning from coal. 16. Discussion resolution inviting the Utah Inland Port Authority Board to negotiate project areas within Emery County. 17. Commission/Elected Officials Reports 18. Adjourn.
