CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Campbell 3. Statements of Belief/Opening Prayer - Councilman Chaves B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from December 6th, 2023 Regular Business Meeting. 2. Review and possible approval of City Expenditures from October 2023 and November 2023. D. PRESENTATION: 1. Wreaths Across America - Greg Turner 2. Presentation of the 2023 fiscal year audit report by Hinton Burdick CPA's and Advisors. Audit prepared by Keddington & Christensen. E. CITY DEPARTMENT REPORTS 1. Stanley Consulting - Toquerville Parkway updates. F. BUSINESS: 1. Discussion and possible action on the public forum. 2. Discussion and possible action on the 2023 fiscal year audit report by Hinton Burdick CPA's and Advisors. Audit prepared by Keddington & Christensen. 3. Discussion and possible action on updating the Toquerville City logo. 4. Discussion and possible action on Ordinance 2023.XX - Amending and restating Toquerville City Code 10-3-1 to address Planning Commission length of term. 5. Discussion and possible action on impact fees for Anderson Junction culinary water users. 6. Discussion and possible action on acceptance of a $4.5 million grant for CFP #24 Toquerville West Off-Site Water Tank. 7. Discussion and possible action on awarding CFP #18 Westfield Park restrooms contract. 8. Discussion and possible action on awarding CFP #12 Cholla Drive Turn Lane (SR-17) to JP Excavating. 9. Discussion and possible action on Resolution 2023.XX - Uniform Fee Schedule to address the public improvement inspection fee and standby fee. 10. Discussion and possible action on Ordinance 2023.XX- RWSA/WCWCD Compliant Landscape Ordinance to bring the landscape standards of the city into compliance with the Water Efficiency Standards adopted by WCWCD. G. CALENDAR OF EVENTS: 1. Toquerville City Office will be closed Monday, December 25, 2023, in observance of Christmas Day 2. Toquerville City Office will be closed Monday, January 1, 2024, in observance of New Years Day 3. Spring Community Clean-up - Friday, March 15th through Monday, March 18th, 2024 H. CLOSED SESSION: 1. Discussion of the character, professional competence, or physical or mental health of an individual. 2. Strategy sessions to discuss pending or reasonably imminent litigation. 3. Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. I. ADJOURN: In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including auxiliary communicative aids and services) during this meeting should notify the City Office 435.635.1094, at least 48 hours in advance.
