- NOTICE AND AGENDA Notice is hereby given that the Garland City Council will hold a City Council meeting at 7:00 p.m. on the 29th day of November 2023 at the Garland City Building. The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs. The agenda shall be as follows: 1. Call to Order - Mayor Bourne 2. Thought/Prayer - Council Member Howell 3. Pledge of Allegiance - Council Member Losee 4. Vote to Approve Agenda 5. Vote to Approve Minutes a. November 1, 2023 b. November 15, 2023 6. Open Comments 7. Call to Order Community Development Block Grant (CDBG) 1st Public Hearing 8. Public Input/Discussion 9. Adjourn from Public Hearing 10. Call Regular Meeting Back to Order 11. Old Business a. Discussion and Possible Action on Outside the City Limits Water Connections and at 12425 Canal Bank Road b. 2021-2022 Audit Update & Sold Surplus Items c. 600 East 1400 South Pole Update 12. New Business a. Discussion and Possible Action on 2023 Garland City Municipal Election Canvass b. Discussion and Possible Action on Pump at Sewer Plant 13. Requests for Future Agenda Items 14.
