- EASTLAND SPECIAL SERVICE DISTRICT--Meeting Agenda Tuesday, December 12, 2023 at 6:00 PM MST At the Eastland Schoolhouse 1- Vote: Approval of previous meeting minutes (9/12/2023 Regular and Emergency 8/2/23 meetings) 2- Public Comment: Time for citizens to address Board on matters not on the agenda. Comments should be limited to matters within the jurisdiction of the Board. If your comment concerns item on agenda please address the Board after that item is open for public comment. Chair may limit the duration of each speaker to 3 minutes. 3-Oath of Office required of all Board Members and GRAMA recert required-Janet/Gary/all Discussion Items 4- Update: 2023 YTD financials (P/L, Bal Sheet/3 column draft budget)+ state auditor report+ census-Misti 5- Update: Current DEQ IPS and Arsenic Compliance Reports --Janet/Zach 6 -Update: Water Usage Report 2022/Source Protection Plan Update 2023-Zach/Janet 7-Update: Inventory by Sunrise Engineering re lead/copper in system due Oct 16, 2024/GPS map-Janet 8-Update: River Canyon Wireless breaker location and Battery Backup-Janet 9-Update: Final customer list/count. Mapping. System oversold. Actions needed-Janet Action Items 10-Discussion and Vote: Actions for system that is oversold-Janet/all 11-Vote: Electronic Meetings Policy-all 11- Vote: Is Garbage service paying for itself, raise rates, clarify part and full year rate-Kay/Misti/Janet 12-Vote: Increase water rates overall and do we need part year rates-Zach/Janet 13-Vote: Budget adjustments 2023--Janet/Misti OLD (already approved/actuals/paid) Tower leak fix -about $4,000 (+Fritz cost $747-new) Chlorine receptacle ($550-was it purchased?) New computer ($0) Financial review 2022 CPA ($500 to Whitman) Split Fix in Schoolhouse-Redd Mechanical ($600) Meter/Vault Replacement by Crowley Construction ($70k grant + $17,321.60 from ESSD funds) Tower Anodes/Cathodes replacement by Jeremy Redshaw ($4,200) Meter/vault move at Zach's (possible cost share of $1k added cost) 14-Vote: 2024 Budget NEW Actuals (to be approved) Gate Valve at Tower Replace $2,543.35-Crowley Construction South end Booster station Fix $1,400++ (unfinished)-Jeremy Redshaw Cost of second opinion on well capacity(6 weeks to complete) -$6,300 Jones DeMille Crowley shop vault/meter replace- $3,000 estimate Financial review in 2024 for 2023 year end by CPA ($500 to Whitman) 15-Vote: Designation of next meeting-March 12, 2024-all 16-Vote: Adjournment-all
