Fillmore (See Memo: Recap of meetings with Utah state leaders and Preliminary Draft: ULCT 2023 Housing Survey Report) - Consideration of CHA/UEOC items (See 10/13/2023 DWS Pres. to CHA and Updated CHA/UEOC Policy Grid) - Context for key policy questions below: All stakeholders are focused on increasing the supply of starter homes for first-time homebuyers. The first-time homebuyer down payment assistance program has unofficially defined starter homes as new single-family units up to $450,000. Additionally, the Guiding our Growth survey results showed that the majority of Utahns want more housing units on smaller lots and Envision Utah's recommendations for zoning and housing affordability focus on smaller lots, more units on lots, mixed use zoning with housing, and reduced setbacks. We have pointed out that many cities are already doing these recommendations in areas that make sense in their communities. (see 10/13/2023 Envision Utah Pres. to CHA) - Key CHA/UEOC policy questions to discuss in the board meeting: 1) What are the barriers in your city to facilitate or unlock additional starter homes and affordable home ownership? 2) What can you control in your city's planning and/or process to facilitate or unlock more starter homes? 3) How many of you think your city is doing your 'fair share' in planning for starter homes? 4) How many of you think that there are other cities that are not doing their 'fair share' in planning for starter homes? 5) What does 'fair share' look like today? In 2030? In 2050?
