- Notice is hereby given The Mayor and City Council of Helper City, A Municipal Corporation will hold a regular meeting on the 5th day of October 2023. At the Council Chambers 19 South Main, Helper, Utah. The meeting shall begin at 6:00 p.m. 1- Call to order. 2- Pledge of Allegiance. 3- Roll call. 4- Public Comment. 5- Approval of the minutes from September 7, 2023. 6- Discussion of a new role at AOG with Christine Watkins. 7- Discussion and possible approval of closing Main Street for First Friday on October 6, 2023. 8- Discussion and possible approval of closing Main Street for Trunk-or-Treat on October 28. 2023. 9- Discussion and possible approval of appointment to the Library Board. 10- Discussion and possible approval of local area consent for Castle Gate RV Park. 11- Discussion and possible approval of submitting a USDA grant for a fire truck. 12- Discussion and possible approval of Franson Civil applying for Bureau of Reclamation Grant for Helper City, not to exceed $15,000. 13- Discussion and possible approval of purchasing an asphalt cutting saw in the amount of 2,540. 14- Discussion and possible approval of purchasing trucks and snow plows. 15- Discussion and possible approval of Resolution 2023-05 canceling the 2023 election. 16- Discussion and possible approval of an amendment to the agreement between Helper City and Les Olson for UCJIS purposes. 17- Discussion and possible approval of a 75-cent pay increase for Brittany Hansen for certification. 18- Closed session to discuss personnel. Reports only from Council Members and Department Heads. Adjournment:
