Welcome 2. Invocation and/or Moment of Reflection 3. Pledge of Allegiance B) Consent Items- 1. Approval of September 5th, 2023 Meeting Minutes 2. Approval of the Harassment Training Forms 3. Approval of the Employee Evaluation Program C) Commissioner Declarations of Conflict of Interest D) Public Comments (please limit comments to 3 minutes) E) Presentations - None F) Action Items - 1. Bret Heiner - Discussion/Decision - Public Works Flood Repairs from the 2022-2023 Winter. 2. Commission Vice Chair Blaine Fackrell/James Ebert - Discussion Decision - RDA Adoption of an addendum to Ebert Solutions contract in reference to RDA Consulting. 3. Bill Coutts - Discussion/Decision - Mountain Green Sewer Improvement District Update to Commissioner about the MGSID plant expansion. 4. Penny Butler - Discussion/Decision - Clerk/Auditor Request for approval of residential hardship tax relief 5. County Fair - Discussion/Decision - Fair Approval of transfer of fair profits to Fair Capital Improvement Fund in the amount of $42,000.00. 6. Joshua Cook - Discussion/Decision - Planning Continued meeting from 9-5-2023 to bring the at-risk agreement back to the County Commission for final review and approval to allow the issuance of an at-risk construction permit. 7. Julie Rees - Discussion/Decision - HR Approval of the Ethical Behavior Form 8. Commission Chair Mike Newton - Discussion/Decision - Dispatch Services Approval of the agreement between The Weber Area Dispatch 911 and Emergency Services and Morgan County for dispatch services. 9. Commissioner Jared Wilson - Discussion/Decision - Recreation Discussion of new soccer goals at Kent Smith Park. 10. Jeremy Lance/Josh Cook - Discussion/Decision - Planning Department REQUEST: Morgan Valley Partners, LLC. requests approval of a proposed concept plan of 28 single family lots, and one (1) additional larger parcel, consisting of 342.48 acres in the area known as the Round Valley Subdivision generally located approximately 1875, 1925, and 1975 E Round Valley Rd in unincorporated Morgan County. 11. Jeremy Lance/Josh Cook - Discussion/Decision - Planning Department REQUEST: Xpert Enterprises, LLC requests site plan approval for three (3) storage buildings at the Short Field Landings project in addition to the storage units that are already present in the northwest corner of the lot on parcel number 00-0056-3492 & serial number 03-005-123-BC, and is located at 4032 W. 5800 N., Mountain Green.
