- Notice is hereby given The Mayor and City Council of Helper City, A Municipal Corporation will hold a regular meeting on the 1st day of June 2023. At the Council Chambers 19 South Main, Helper, Utah. The meeting shall begin at 6:00 pm. 1- Call to order. 2- Pledge of Allegiance. 3- Roll call. 4- Public Comment. 5- Approval of the meeting minutes from April 20 and May 4, 2023 and public hearing minutes from May 4, 2023. 6- Discussion and possible approval of Local Area Consent for Helper Arts Festival. 7- Public hearing on transferring approximately 29.65% $350,000 from the Electric Enterprise Fund to the General Fund for the 2023-2024 budget. 8- Discussion and possible approval of transferring approximately 29.65% $350,000 from the Electric Enterprise Fund to the General Fund for the 2023-2024 budget. 9- Public hearing on adopting the budget year 2023-2024. 10- Discussion and possible approval of Resolution 2023-03 adopting the budget year 2023-2024. 11- Public hearing on amending the budget year 2022-2023. 12- Discussion and possible approval of Resolution 2023-04 amending the budget year 2022-2023. 13- Discussion and approval for 2023 approximate certified tax rate. Reports only from Council Members and Department Heads. Possible closed session. Adjournment:
