Public Comments on Matters Concerning Carbon Water Conservancy District. Note: Public Comments will be limited to 2 Minutes per Person. Public Comments or Requests from the Public may not be voted upon by the CWCD Board at this meeting because they are not listed as Agenda Items for the current meeting. 5. Discuss and Possible Approval of 3rd Quarter 2026 Financial Statements - Doug Rasmussen & Janelle Jensen. 6. Review and Discuss Current 2026 Budget - Doug Rasmussen & Janelle Jensen. 7. Review, Discuss and Possibly Approve Tentative 2027 Budget - Doug Rasmussen & Janelle Jensen. 8. Discuss and Possible Approval of Fraud & Risk Assessment. 9. Discuss and Possibly Approve Continuing on with Cloud Seeding Program with Utah Water Resources Development Corp for 2026/2027. 10. Report on Ongoing Business Matters or any New Business. a. Update on Status of Items to be Corrected or Repaired from Annual Site Inspection. b. Update on Colorado River Authority of Utah DMPP Field Fallowing and Scofield Reservoir Storage Forbearance Program and Status of Change Application. c. Update on Progress of Grant Application for Flat Crested Weir Below the Dam. d. Update on Installation Status of CCTV Security System Project. e. Update on Piezometer Automation. f. Update on Possibility of Making Repairs to Regulating Gate instead of Gate Replacement. g. Update on Possible Replacement of Gate Actuators. h. Update on Price River Water Resources Committee. i. Update on PRWUA / Sanpete Lawsuit and Status of Appeal or Other Matters. j. Update on Carbon Water Group Organization and Status of Official Formation of the Group. 11. New or Unfinished Business. a. Discuss and Possibly Approve Electronic Payment Authorization Form. b. Discuss and Possibly Appoint a Board Member to Represent CWCD on the New or soon to be Formed 'Carbon Water Group'. 12.
